PRE-SOLICITATION NOTICE This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Solicitation: 36C25226B0001 Project: 578-15-008: Update Wayfinding Signage Hines (CON) Location: The Edward Hines Jr. VA Hospital 5000 S. Fifth Avenue Hines, IL 60141 The Edward Hines Jr. VA Hospital (EHVAH) has a requirement to update its wayfinding signage on the Hines Campus and Community Based Outpatient Clinics (CBOCS) in accordance with the project drawings and specifications. The primary objective is to update the interior and exterior way-finding signage on the EHVAH Main Campus and all the EHVAH CBOCs. The objectives of this project are to: 1. Remove and dispose of all the obsolete way-finding signage, materials, and spoils in accordance with all local, state, and federal laws. 2. Install/replace all the existing way-finding signage in accordance with the VA Signage Design manual. 3. Install new way-finding signage in accordance with the project Specifications and drawings. Note: any variance from the specified locations in the drawings must be approved by the COR prior to installation. All work conducted under this scope of work shall comply with the Department of Veterans Affairs Master Specifications and other Federal, State, and local requirements. The Period of Performance is Four Hundred Fifty (450) calendar days from the Notice to Proceed (NTP). The NTP shall be issued approximately 14 calendar days after award once required payment and performance bonds and certificate of insurance is provided. The solicitation, specifications and drawings will be posted on www.SAM.gov. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(DEVIATION) (b), at the time of submission of bids, and at the time of award of any contract, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128). The solicitation will be issued on or about September 23, 2025 with the bid opening on or about October 29, 2025. The bidder is responsible to monitor and download any amendments from SAM.gov which may be issued to this solicitation. The magnitude of the requirement is between $5,000,000.00 and $10,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction; small business $45 Million size standard applies.
