Questions Answers Do you have a preferred prime vendor that we could partner with? If yes, could you please introduce us? No preference is given except for what is outlined in the solicitation. This is a small-business set-aside and Veteran-Owned Small Business status (see page 43 of the solicitation). When is the next solicitation? Next solicitation is to be determined but see the estimated period of performance in the solicitation. Could you please include us in an automatic notification? A note will be made in the contract file of your interest; however, automatic notifications cannot be accommodated through the Contracting Activity. Please review SAM.gov for notification options and/or for future opportunities. Do you have a mentor/guide who could help first-timers like our law firm. A mentor/guide is not provided, but firms interested in working with the Federal Government should seek assistance from their local Small Business Administration office which may address this topic. What should I be preparing now for future solicitations? Instructions for responses for the current solicitation are listed in the solicitation; specifically, see pages 42-43 for the Addendum to Instructions to Offerors. Vendors should also note the requirement to have an active registration with SAM.gov so that it may be ready to accept any Federal awards. Can I apply if I have not done any work for VA hospitals? See Addendum to Instructions to Offerors, page 43; specifically, quotors must demonstrate technical capability and past performance. Besides the hourly rate, does the quote need other details for example, the name of the person who will be performing the job/tasks? Anything not listed in or required by the solicitation (SOW, Instructions to Offerors) is not required at this time. Does the Agency have an incumbent for guardianship services or legal services for the VA facilities in question; If so, please provide the name of the contractor and the contract number. Yes: Walny Legal Group, LLC, 36C25219D0063 and 36C25222D0064. Does the Agency have a forecast on how many guardianship cases each facility anticipates having each year? No forecast is provided except for the number of hours estimated in the solicitation. Can the Agency please provide insight at to what year the Agency did market research to anticipate the forecast of cases? Specifically, are the proposed number of cases based on pre-COVID 19 numbers or more recently? Estimates in the solicitation are based on the previous base plus four-year contract which started May 2019. The proposed contract is based on an hourly rate firm-fixed price however there is no mention of a CLIN for what should be reimbursable costs such as filing fees, how would the Agency propose to reimburse the contractor for reimbursable costs such as court filing fees? Vendors may incorporate other reimbursable costs into its hourly costs. Alternatively, see 52.212-1(e), Multiple offers.
