This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective vendors relative to the North American Industry Classification System (NAICS) Code 339113 and its small business size standard of 750 employees. The Clement J. Zablocki VA Medical Center located in Milwaukee, WI has the requirement for rail mounts for a Welch-Allyn 300-series patient monitors. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-verified VOSB or SDVOSB sources respond if it can meet the description and salient characteristics on a brand name or equal basis: CLIN Item Description Qty Unit 0001 DEM167-PM Rail Mount Kit for owner provided Vital Sign Monitor Welch Allyn 300 series with wall standoff. Kit Includes M Series GCX Arm with slide in plate and GCX to Equipment rail conversion channel. 30 EA Vendors must be able to meet the SOW below: SOW for Rail Mount Kit for Vital Sign Monitors Purpose The Clement J. Zablocki VA Medical Center requires the purchase of Rail Mount Kits for VA owned and provided Vital Sign Monitors, Welch Allyn 300 Series. These Rail Mounts are to be procured for Spinal Cord Injury. As current mounts are becoming worn to the point that the monitors are falling off of the walls, an upgrade is necessary to keep devices from becoming damaged. Not only are monitors becoming damaged, but this is also posing a threat to patient safety in these rooms. This is a concern that must be remediated, and the purchase of new Rail Mounts will do so. The items listed below must be able to perform the following procedures and meet the selection criteria outlined below. Selection Criteria The Milwaukee VA intends for this procurement to be Brand Name or Equal to Paladin Healthcare. In addition, the vendor shall provide all items in accordance with the scope below. Brand Name or Equal: Rail Mount Kit for owner (VA) provided Vital Sign Monitors: Welch Allyn 300 Series. The VA requires 30 Rail Mount Kits for Spinal Cord Injury. Rail Mount Kit Each Rail Mount Kit must be capable of mounting one of the following: One (1) Welch Allyn 300 Series Vital Sign Monitor One (1) Welch Allyn 6000 Series Vital Sign Monitor Features Each Rail Mount Kit must include and meet the following features/guidelines: Rail Mount Must be capable of adjusting horizontal position on rail Must include a wall stand off to support the rail mount kit Must include an arm mechanism with a slide in plate. This must allow device to be pulled away from and in towards (swivel) the wall Arm channel must not exceed 12 inches from rail Must have an arm load of at least 60 lbs. Must have a tilt load of at least 30 lbs. Vital Sign Monitor must be able to pivot. All Necessary Accessories to Mount Equipment If possible, it is preferred that the Vendor provides an image of their Rail Mount Kit along with the submission of all other required documents. Interested Other Than Small Businesses and Small Businesses including VIP-verified VOSBs and SDVOSBs are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; Manufacture location; If the product is on the Federal Supply Schedule or the Open Market; and Memo or correspondence from the OEM which authorizes distributor to distribute the OEM s products (if applicable) IAW 852.212-71 Gray Market Items. This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration. Responses are to be submitted by e-mail to Tiffany Pevey at tiffany.pevey@va.gov.
