The Department of Veterans Affairs, Great Lakes Acquisition Center is issuing this Sources Sought as a means of conducting market research to identify contractors having an interest in and the capabilities to support a requirement for the initial and ongoing psychological evaluation of applicant and employee police officers with the Jesse Brown VA Medical Center located at 820 S Damen Avenue, Chicago, IL 60612. The result of this market research may contribute to determining the method of procurement, including possible socioeconomic set-asides. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621112 Offices of Physicians, Mental Health Specialists. THERE IS NO SOLICITATION AT THIS TIME. The request for capability information does not constitute a request for quote and submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The tentative requirements are summarized as follows: The contractor shall provide all necessary labor, supervision, equipment, supplies, materials and travel to provide psychological evaluations and testing for VA Police Officers. Work must be in accordance with VHA Directive 0730(1) Amended February 5, 2021 and VA Directive 5019. Personnel assigned by the Contractor to perform the services covered by this contract shall be licensed in a State, Territory, Commonwealth of the United States, or the District of Columbia. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. The qualifications of such personnel shall also be subject to review by the VA Chief of Staff and approved by the VA Facility Director at the VA facilities credentialing and privileging the Contractor s psychologist(s). Personnel must have experience commensurate with their assigned responsibilities. Psychological evaluation of incumbent employee VA Police Officers, not to exceed eighty (80) evaluations per year Psychological evaluation of applicant police officers, not to exceed thirty (30) evaluations per year Fitness-for-duty evaluations of incumbent employee VA Police Officers, not to exceed five (5) per year All psychological evaluations of applicant police officers and fitness-for-duty evaluations shall be conducted in person and within thirty (30) miles of the Jesse Brown VA facility. Psychological evaluation of incumbent employee VA Police Officers may be virtual, by agreement between the facility and contractor. All evaluations must be completed within ten (10) business days of date of request.
