Solicitation 36C25222Q0227 BPA - Project Base VASH Emergency Hotel Page 1 of Page 1 of Page 70 of 70 Page 1 of Page 1 of The solicitation lists the performance area as All of Lake County, Indiana there are over 100 cities in Lake County that spans over 50 miles, is there a mile radius limitation for a hotel location? YES The hotel must be located within a 20-mile radius of Lake County, so all Lake County veterans can be accommodated with as little travel as possible. The requested accommodations are Regular Rooms and Family Rooms, can you please define the difference between Regular and Family Rooms? Most single rooms have one room large enough to house one or two queen sized beds. For the purposes of this BPA, we consider this to be a regular room . For homeless Veterans with families, depending on the age and gender of the dependents, the preference is a family room with a living space separate from the bedroom. Said living space would ideally have a pull-out sofa. If, however, the hotel cannot accommodate a family room and the age and gender of the dependent(s) is not a consideration, a regular room with two beds will suffice. We simply wanted to proactively include both in the agreement. The number of Regular and Family Rooms are stated as 60 and 10 respectively, do you expect to have all rooms occupied on the first day of the Ordering Period? This is the estimated number of bed nights for the entire ordering period. Item number 23 in the Scope category states, Cost resulting from damages to the room will not be incurred by the VA or Veterans unless specified in incidentals charge agreement. New Verbiage for Item number 23: Cost resulting from additional charges such as pay-per-view or room service shall not be incurred by the VA or Veterans unless specified in incidentals charge agreement. Is on-site parking a requirement? On-site parking is preferred, but it is not a requirement. Will you provide a tax exemption certificate for Hotel lodging to the awarded vendor? Proof of tax exemption will be provided at time of award. Does this solicitation allow proposals from third party vendors or Hotels only? Sub-contracting will be reviewed on a case-by-case basis, provided the contractor has the appropriate NAICS Codes. On page 34 of the solicitation the following is noted Offerors must complete the certifications found at VAAR Clause 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction found on page XX. Checked page 20, however the regulation was not included in the solicitation nor was it a separate attachment. We located the regulation on the www.va.gov website however the Contracting Officer must check an appropriate box for the prospective vendor to certify the form. Can you provide the 852.219-77 with the appropriate box checked so it can be included in our proposal? 852.219-77 on page 34 has been removed in its entirety. 9. B.2 the CLIN Quantity is an Estimation of what the facility could use within the period of performance. The unit cost is per night stay. Per night x 30-day stay = total. 10.0 Solicitation 36C25222Q0227 is for housing Jesse Brown VAMC veterans in the Chicago Area and 36C25222Q0229 is housing Jesse Brown VAMC veterans that require a stay in the Indiana area. 11.0 Section B.1 added: VHA Supplemental Contract Requirements for Combatting COVID-19 Contractor employees who work in or travel to VHA locations must comply with the following: Documentation requirements: If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.Â
