THIS IS A SOURCES SOUGHT NOTICE ONLY This is a Sources Sought Notice to determine the availability of SDVOSB/VOSB small business firms with Design-Build capabilities under NAICS Code 236220 for a possible design/build parking facility at the William S. Middleton VA Hospital, Madison, WI. This notice is issued for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise to issue a solicitation or ultimately award a contract. No award will be made on information received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool only. This project involves design and construction of an approximately 350,000 square feet, 5-level (includes one partial subterranean) parking facility with 900-1000 parking spaces. Project shall include a connecting corridor from the parking structure to the Wm S. Middleton VA Hospital. Work includes but is not limited to: Professional services (geotechnical, civil, structural, mechanical, electrical, plumbing, transport and architectural), general demolition and construction, elevators, interior and exterior alterations, mechanical and electrical work, control and communications, utility systems and necessary removal of existing structures. The performance period is 450 calendar days this period includes completion and approval of design, submission and approval of materials and completion of construction activities. The appropriate NAICS code for this acquisition is 236220 with the applicable business size of $39.5 million, Product Service Code (PSC) is Y1LZ. The estimated magnitude of construction is between $10,000,000 and $20,000,000. All interested contractors should notify this office in via e-mail; john.meyers2@va.gov and stacy.hoover2@va.gov no later than 1:00pm Local Time, June 29, 2020. Respondents will not be notified of the results or analysis. The submission is limited to 5 pages (including attachment information below) which shall include the following information: 1) Offeror's name, address, point of contact, phone number, e-mail address, and Data Universal Numbering System (DUNS) number; 2) Offeror's interest in bidding on the solicitation when it is issued; 3) Offeror's capability to complete Design-Build parking facilities/garages that are similar or larger in size and scope to the proposed project, demonstrate the ability to complete a project in one construction season without prolonged impact to hospital operations and the performance rating for the work. Provide at least (2) comparable project examples; 4) Offeror's Center for Verification and Evaluation (CVE) certification if a Veteran owned business; 5) Please provide Socio-economic status for NAICS code 236220, Commercial & Institutional Building Construction and provide percentage of self-performed labor your company can perform for this type of project; 6) Offeror's Bonding Capability in the form of a letter from Surety providing bonding level per contract and aggregate. Please provide the following information as an attachment to your response: 1. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. 2. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. 3. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner? Yes ___No ___ If yes, please identify which companies are considering a Joint Venture and the ownership of each company.
