PRE-SOLICITATION NOTICE: The Tomah VA Medical Center, 500 E Veterans St., Tomah, WI 54660, has a need for a Multiple Award Task Order Contract (MATOC) solicitation for construction services. The VA intends to award two or more Indefinite-Delivery Indefinite- Quantity (IDIQ) contracts for maintenance, repair, alteration, and new construction services with task orders ranging in value from $2,000 to $3,000,000. The maximum net value of all task orders and modifications issued under the resultant IDIQs shall not exceed $22 Million. This MATOC solicitation includes a five (5) year ordering period from date of award. The areas covered by the resultant IDIQ contracts are located at the Tomah VA Medical Center in Tomah, WI. The VA shall issue a minimum of two (2) IDIQ contract awards. This MATOC solicitation falls under NAICS 236220 General Construction. After the IDIQs are awarded, task orders shall be competitively solicited among all awardees. The cost range of the Seed project construction range is between $100,000 and $250,000. IDIQ awardees are required to have a minimum bonding capacity of $3,000,000 for the life of the contract. This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SBVOSB) concerns per the authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of proposal, and prior to the award of the IDIQ base contract and follow-up task orders, the offeror must represent that is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database. This Pre-Solicitation Notice is NOT a request for proposals. The VA plans to issue the official solicitation 36C25220R0060 on or about 7/28/2020.
