The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research to determine if there is a sufficient number of qualified: (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms, or (4) Other Than Small business firms, to provide a Retina and Cataract Surgery Unit, Stellaris Elite (manufactured by BAUSCH & LOMB) brand name or equal, for the Edward Hines Jr. VAH in Hines, Illinois. BRAND NAME Stellaris Elite (manufactured by BAUSCH & LOMB) OR EQUAL Salient Characteristics: CLIN 0001 Stellaris PC Laser System Elite V.5-7.5K (includes Mill Bipolar Cord Adaptor) Item Number: BL15455 Quantity: 1 Minimum specifications required: a. Shall use Adaptive Fluidics to integrate precise aspiration control with Dynamic Infusion Compensation to stabilize intraocular pressure and create a highly responsive and controlled surgical environment. b. Viscous Fluid Control Specifications shall be: - 70 psi for the Injection mode pressure. - Between 5mmHg to 600 mmHg in 10 mmHg increments for the Extraction Mode Vacuum. c. Fluid Air Exchange, Pressurized Infusion and Air Forced Infusion specifications shall be: - Output 0.1 micron hydrophobic filtered air. - Pressure 150 mmHg or 203 cm H2O maximum air pressure. - Flow Rate up to 4.8 standard cubic feet per hour (2.25 L/min). d. Shall include a Safety System with a pneumatic shut-off valve in case of power loss. e. The light output from a single port shall be a minimum of 25 lumens using standard 20g probe. Shall be designed for both anterior and posterior segment surgeries and provides capabilities for phacoemulsification, coaxial and bimanual irrigation/aspiration, bipolar coagulation, vitrectomy, viscous fluid injection/removal and air/fluid exchange operations. b. Viscous Fluid Control Specifications shall be: - 70 psi for the Injection mode pressure. - Between 5 mmHg to 600 mmHg in 10 mmHg increments for the Extraction Mode Vacuum. c.
