36C25220Q0216 Cardiac Monitoring Services The Great Lakes Acquisition Center (GLAC), on behalf of the Captain James A. Lovell Federal Health Care Center (FHCC), 3001 N. Green Bay Road, North Chicago, Illinois, 60064 (hereinafter called FHCC), intends to award a contract to RMX Monitoring LLC, 5000 Atrium Way, Mt Laurel, NJ, 08054 (hereinafter called RMX), pursuant to FAR 13.106-1(b) soliciting from a single source. The period of performance for this contract is January 20, 2020 through July 22, 2020. The contractor is required to provide all equipment (including FDA approved wireless monitoring devices), supplies, labor, maintenance, and administrative/customer support required to perform cardiac monitoring services (up to) 48-hour ECG/EKG Continuous Rhythm Recording (Holter), (up to) 15-day ambulatory (mobile) cardiac telemetry (ACT/MCT), and 15-day to 30-day ambulatory (mobile) cardiac telemetry to FHCC as specified, for patients experiencing infrequent symptomatic cardiac events. Services shall be provided twenty-four (24) hours a day, seven (7) days a week, including federal holidays on an on-demand/as-needed basis. Reports and tracings shall also be processed and available to FHCC staff 24 hours per day, 365 days per year via the internet, facsimile (fax) or other electronic method. Contractor information technology systems and website portals must be compliant with Federal Information Processing Standard (FIPS) 140-2 and Health Insurance Portability Accountability Act (HIPAA) compliant platform(s) ensuring secure storage and encryption of all veteran data. RMX is the only source reasonably available to perform the short-term contract due to the urgency of the need. RMX is currently providing these services to the FHCC, is known to have all required resources available (equipment, experience, technical/operational knowledge), and is compliant with all FHCC Information Security Standards. Proceeding with an award to any vendor other than RMX would cause unacceptable delays in patient care. This notice is not a request for competitive quotes. No solicitation documents are available. A long-term competitive procurement for these services is planned for the spring/early summer 2020. If any firm believes it is capable of performing these services and would like to compete in the upcoming solicitation it must provide to the Contracting Officer a capability statement that includes company background information, experience in providing Cardiac Monitoring Services, FIPS 140-2 compliance documentation, and any other certifications/accreditations. A determination by the Government not to compete this immediate requirement based on responses to this notice is solely within the discretion of the Government.
