THIS IS NOT A REQUEST FOR QUOTE. The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research to determine if there is a sufficient number of qualified: (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms, or (4) Other Than Small business firms, to provide Endoscopy Carts & Equipment, KARL STORZ brand name or equal, for the Edward Hines Jr. VAH in Hines, Illinois. General Requirements: BRAND NAME (KARL STORZ) OR EQUAL: The Endoscopy Carts & Equipment shall include at a minimum the following characteristics. Office Cart: - Not to exceed the following dimensions: 40.5 H x 24.5 W x 20.3 D. - Shall include isolation transformer to protect video electronics. - Shall have shelves that provide three (3) total interior placement surfaces. - Shall include monitor tilt at 15° up / 30° down to allow for better viewing due to surgeon and resident height. - Shall include monitor pan tilt at + /- 45°. Surgical Video Camera System: - Shall be modular in design with separate modules that include HD, 4K, 3D and ICG to work with both rigid and flexible endoscopes to allow users to extend the life of the equipment, while providing the ability to upgrade in the future to new technology without having to buy a new video setup. - Shall have expandability with capability of backward and forward movement. - Shall be compatible with existing camera heads, Karl Storz Image 1 CCU (Camera Control Unit) & Karl Storz Image 1 Camera Head. - Shall have enhancement built in to identify and brighten up dark areas in real time without overexposing the bright part of the image. - The enhancement increases the visibility and vascularity of blood vessels that minimizes the likelihood of injuring delicate ENT procedures. - Shall have enhancement built in to eliminate dark areas in an image in real time. - The enhancement allows the surgeon to keep their telescope in the right distance from the surgical target and being able to effectively perceive and discern additional content. - Shall have Pointer Visualization overlay to facilitate effective verbal communication between the attending surgeon and residents. - Shall have Grid Visualization overlay that facilitates effective verbal communication between the attending surgeon and residents. - Shall have screen saver for burn-in protection to product the technology from burn out. - Shall have Dashboard with warnings and information application. - Shall have PIP (Picture-in-Picture) so users can help patients understand the diagnosis. - Shall have at least twenty (20) presets on the dashboard that can be stored, deleted, saved to a USB device and allow each surgeon and resident to have their own preferences when using the technology. 26 LED Monitor: - Shall have 1920 x 1080 resolution. - Shall have aspect ratio of 16:9. - Shall have LED backlit. - Shall have the following input/outputs: 1) DVI-D. 2) 3G HD-SDI (BNC tri mode). 3) RGB/YPbPr (D-sub 15 pin). 4) S-video (4 pin mini DIN). 5) Video (Composite BNC). 6) RGB/VGA: 1 input. 7) Shall be able to toggle between side-by-side and picture in picture images. 8) Shall include surgical video and radiology graphics imaging and 178° wide angle viewing. LED 175W Light Source: - Shall have light bulb life of 30,000 plus hours. - Shall be LED only and not more than 175W allowing users to have the optimal amount of illumination without overheating or burning the distal tip of the endoscope or the patient. - Any higher wattage might cause the scope to overheat and burn the patient and, could potentially burnout the distal end of the scope. - Shall be able to be integrated with Camera System connectivity for on-screen display and provides true light source control from the camera head and adjust while in the patient cavity. - Shall be environmentally friendly with no mercury or lead. HD Camera Head: - Shall have a grid and pointer surgical code. - Shall have an Optical Par Focal and Digital Zoom at 0.5x increments to 2.5. - Shall have image flip, rotate, vertical, horizontal, 180-degree capabilities. - Shall have image freeze/capture capabilities. - Shall have three (3) programming buttons on the camera head. - Shall be able to control picture in picture from CCU to camera head. - Shall be able to display two camera images side by side (Picture-in-picture [PiP]) functionality allowing two Link Modules to operate at the same time to include two images (two camera heads, one camera head and one video scope or two video scopes.) can be displayed and image captured in any PiP display mode. Adult Distal Chip Video Flexible Video Scope: - Shall have distal tip deflection of 140/140 degrees up/down for full cavity visualization. - Shall be a 0-degree direction of view and 85-degree angle of view: with 8-50 mm depth field for complete cavity visualization. - Shall have a working length of 30 cm, with an outer diameter of 3.7mm for complete cavity visualization and patient comfort. - Scope shall be able to connect video system with full image display. - Shall include integrated illumination bundle. Pediatric CMOS Video Flexible Scope: - For complete cavity visualization the scope shall have a direction of view of 0-degree, a field of view of 90-degrees, a depth of field of 4-50 mm with distal tip deflection of 270/270 degrees up/down. - For patient comfort the scope shall have an outer diameter of 2.9 mm with a working channel of 1.2 mm and a working length of 35 cm while having a total length not to exceed 65 cm. - Shall include integrated illumination bundle. - Scope shall must be able to connect to the video system and provide an octagonal shaped image for a more precise full view of the vocal chords and surrounding tissue. This allows users to see the full function of the vocal chords while examining younger patients. Video Distal Chip Flexible Scope with Working Channel: - For a complete cavity visualization and for optimal surgical functionality the scope shall have a direction of view: 0-degrees, a field of view of 90-degrees, a depth of field of 3 50 mm with distal tip deflection of 210-degrees upward and 140-degrees downward. - For patient comfort the scope shall have an outer diameter of 5.3 mm with a working channel of 2.2 mm and a working length of 37 cm while having a total length not to exceed and, at minimum 70 cm. - Shall include illumination bundle. - This allows for the T&E procedure in the clinic versus the need to go to the OR. - Shall be able to connect to video system with full image display. Patient Storage Device: - Shall be a storage device to backup all patient files that allows for 1-Terabyte in storage. - Shall include a video on demand solution via a web browser that is secured to all patient visit images. It shall allow surgeons access to images and/or video securely through a web browser and, secures access using LDAP/AD authentication to all images and/or video. - Shall have the ability to connect to the patient portal system (VistA) for records. Allows for viewing before and after examining patients to make comparative diagnosis and, allows users to have other peer evaluations for best practices. - Storage device shall allow for expansion into the OR and other clinic modules without the requirement of additional hardware and security deployment costs for lower future costs. - Shall be able to allow surgeons to access. - This will improve clinical workflow by eliminating manual workflow processes. - This will also eliminate unsecure media storage such as USB, DVD and CDs. - This shall secure patient examination based images with encryption and LDAP/AD access. - Shall support internal audit logs, and Fair warning. - Fair warning is a cross-platform healthcare privacy auditing for electronic health records. - Trade-in value for one (1) KARL STORZ Tower and twenty (20) KARL STORZ Flexible Rhino-Laryngoscopes Model 11101RP2.
