The contractor must provide all tools, equipment, materials, permits, labor, and supervision to complete construction for the Replace Failing Electrical Equipment project, including site preparation, demolition and removal of existing structures, and work in electrical, carpentry, abatement, plumbing, and other specified trades. Work must be performed according to the project drawings and specifications. Change orders under the resulting contract will be issued under FAR 52.243-4 and VAAR 852.243-70, with the contracting officer making final decisions on matters not covered by regulation or policy. This acquisition is set aside for eligible SDVOSB/VOSB concerns, and offerors must be certified and listed in the SBA certification database at submission and award; joint ventures and subcontracting limitations may apply. The agency will post its past performance for the prior three fiscal years regarding change-order definitization time as soon as it becomes available.
