The Richard L. Roudebush VA Medical Center project will replace and expand the electrical distribution infrastructure serving the A-Wing of Building 1, the main hospital tower. Work includes replacing/expanding the secondary electrical distribution system for A-Wing, modifying/expanding the campus primary electrical distribution as needed, and related work in Building 01 (A-Wing), Building 23, and adjacent exterior/campus utility areas. Change orders under the resulting contract will be administered under specified FAR/VAAR changes clauses, and the agency’s past performance on definitizing equitable adjustments for the prior three fiscal years will be posted when available. Eligible offerors must be certified SDVOSB/VOSB and small business concerns under the assigned NAICS code, with joint ventures allowed if they meet applicable requirements. The nonmanufacturer rule, limitations on subcontracting, and a certification of compliance apply, and willful misrepresentation of SDVOSB/VOSB status can lead to debarment for at least five years.
