R701--Billboard Advertising Veteran Outreach
The Dayton VA Medical Center is seeking a contractor to design and implement a billboard advertising campaign targeting Veterans aged 18-55, women Veterans, rural Veterans, and those not currently enrolled, with the goal of enrolling 2,888 new Veterans per year. The contract is for a firm fixed price one-year period, with performance anticipated from June 1, 2026, to May 31, 2027. Services must be performed in the Greater Dayton/Miami Valley area, including a 17-county catchment area with rural locations. The campaign requires at least five static and three digital billboards, achieving no less than 18 million total impressions at a target cost per thousand impressions (CPM) of no more than $5. The contractor must provide a detailed media plan, monthly performance reports, and real-time reporting, with all advertisements subject to Government approval.
