The Veterans Health Administration (VHA), Network Contracting Office (NCO) 10 requires Reference Laboratory Testing Services for the Louis Stokes VA Medical Center, Pathology and Laboratory Service located in Cleveland, OH. The Government intends to publish a Total Small Business Set Aside solicitation IAW FAR 19.502-2 on or about 1/29/2026. The solicitation will require that the Contractor furnish a quote that provides all the information requested in the Instructions to Quoters for Reference Laboratory Testing Services. The resulting award will be an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price contract. The Base Year Period of Performance is 04-01-2026 - 03/31/2027. The applicable NAICS Code is 621511 – Medical Laboratories with a size standard of $41.5 Million and the PSC is Q301. An opportunity will be provided for offerors to ask questions via email; the details will be provided on the posted solicitation. Once the questioning period is closed, the Government will post a response to all questions on SAM.gov via solicitation amendment within 3 business days. Phone calls will not be accepted. There will not be a site visit.

Purpose and Objectives The Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center (VAMC), 10701 East Blvd., Cleveland, OH 44106 requires a contractor to provide reference laboratory testing services in accordance with the Performance Work Statement (PWS) and test list for a board range of tests for esoteric testing on clinical and anatomical specimens for disease, diagnosis, treatment monitoring, and in general support of clinicians to provide essential patient care. The Government intends to award an Indefinite Quantity Indefinite Delivery (IDIQ) contract with a base year, and four one-year option periods to be exercised at the Government’s discretion.
