Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor submission of responses to this announcement or the Government use of such information. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Title of project: Trauma and Crime Scene Clean Up Contract Purpose of the project: VA Northeast Ohio Health Care system is looking to procure as needed services for Trauma/Crime scene Clean-up when needed for the entire Louis Stokes Cleveland VAMC health care system. Background: Following a suicide, violent death, or severe accident, the removal of biohazardous materials, such as blood, human remains (tissue and bone fragments), and other contaminants, must occur on varied surfaces. The clean-up and decontamination of these locations is called trauma scene clean-up (also referred to as crime scene clean-up*). These are general terms used to describe the cleaning of blood, human remains, or any biohazardous material following an incident that results in environmental contamination. A Trauma or crime scene event includes but not limited to any or all the following situations as determined by the COR. Suicide Murder Murder/Suicide Traumatic amputation of a limb or appendage Gun Shot Wounds Excessive head trauma Stab wounds Explosive defecation covering a wide surface area as determined by COR Illicit narcotics and residues from Illicit Narcotics (i.e. Fentanyl). Blood or bodily fluids covering a wide surface area as determined by COR Large spills of Hazardous drugs, materials, or waste products Small spills of Hazardous drugs, materials, or waste products that have contaminated multiple areas within the health facility. Vendor will have experience with trauma/crime scene clean-up b. Contractor provides a training program for their employees that adheres to local, state, and Federal regulations, and follows industry best practice and guidelines, such as American national Standards Institute/Institute of Inspection, Cleaning, and Restoration Certification (ANSI/IICRC) S 540 Standards for Trauma and Crime Scene Clean Up. c. Contractors will provide a comprehensive list of chemicals used to clean-up the area. All disinfectant products used must be labeled as EPA-registered for hospital use. In addition, all products must be approved by the Infection Prevention Committee and the Chemical Hygiene Committee. Do not use high-level disinfectants/liquid chemical sterilant for disinfection of non-critical surfaces. D. In accordance with the Occupational Safety and Health Administration (OSHA) Bloodborne Pathogen Standard, all equipment, environmental, and working surfaces that have contact with blood or other potentially infectious materials are to be cleaned and decontaminated with an appropriate disinfectant effective against Human Immunodeficiency Virus (HIV) and Hepatitis B Virus (HBV). (Exceptions noted in the CDC Guideline for Disinfection and Sterilization in Healthcare Facilities, 2008, page 21) d. Contractor will have a comprehensive employee safety and health plan, including proper removal of biohazardous waste and hazardous waste/Drug residues e. Contractor will provide 24/7 emergency response to quickly address a facility s needs during a trauma/crime scene event. The contractor will have a 2- hour response time based on their location and availability of services and severity of need. f. If the event/crime scene involves Non-Critical Reusable medical equipment, the contractor will locate the appropriate Instructions for Use (IFU) for the piece of equipment and will clean to manufacturer specifications. When manufacturer s instructions are vague, no longer available, or do not address cleaning/disinfecting non-critical RMD, follow basic principles as outlined in the CDC Guideline for Disinfection and Sterilization in Healthcare Facilities, 2008 (cdc.gov) with updates May 2019.f. g. Contractor provides documentation for all services rendered (clean up and removal) h. Dedicated personnel will be assigned solely to observe, interact, assist, and assure protection of VA sensitive information. The C&A requirements do not apply, and a Security Accreditation Package is not required. 2. Regulations that apply to Trauma/Crime Scene Clean up - a. The Occupational Safety and Health Administration (OSHA) Bloodborne Pathogen Standard (29 Code of Federal Regulations (CFR) 1910.1030) is the primary regulation that governs protection of those involved in the clean-up of trauma/crime scenes. The regulation states that any employee with the potential to deal with a blood spill must: Receive bloodborne pathogen (BBP) training; Have a written BBP exposure control plan in place; Have appropriate personal protective equipment (PPE); and Be offered the Hepatitis B vaccine, an exposure evaluation and follow up b. EPA Basic information about Cleanups: Basic Information about Cleanups | US EPA Final Distribution, Paperwork, Quality Assurance: All Reports, documentation and manifests will be sent via email to the COR at the completion of work. COR will perform quality assurance audits through the collection, transport, processing, and destruction process to ensure compliance with Federal and state standards. All equipment and supplies will be provided by the vendor. Vendor is required to apply for and maintain all Federal, State, and Local Permits (not limited to air permits and infectious waste permits) and provide a copy of such permits to the COR and Waste Manager. Contractor must perform a minimum of 51% of the entire contract without subcontracting. Many items placed in hazardous waste disposal receptacles may contain Private Health Information (PHI) due to the placement and non-removal of identifying information. This includes patient labels on IV bags, blood tubes, cultures, and other medical objects. Sharps containers may contain PHI, therefore contents containing PHI shall be destroyed so that it is not readable or re-constructible.
