This notice is to identify entities that have the resources and capabilities to provide Teleradiology Services to the VA Northeast Ohio Healthcare System (VANEOHS), located at 10701 East Blvd, Cleveland, OH 44106. All interested contractors are invited to provide information to contribute to this market survey. The Principle NAICS Code is 621512, Diagnostic Imaging Centers with a business size standard of $19.0 Million. The anticipated performance period will be March 1, 2025 February 28, 2026, with the possibility of four (4), one (1) year option renewals to be exercised at the Governments discretion. Responses will not be considered as proposals, and no award will be made to interested parties in response to this announcement. General Requirements: The Contractor s radiologists providing teleradiology services must be Board Certified in Radiology. Services shall be consistent with The Joint Commission (TJC) and meets or exceeds VA and the American College of Radiology Guidelines. The VANEOHS is seeking a teleradiology provider which provides specialty and subspecialty interpretations of Diagnostic Imaging procedures as a 24/7/365 service, to include 24/7/365 in house IT support, Joint Commission and ACR certified internal peer review and credentialing mechanisms, dedicated communication support staff to help communicate results to referring providers and a web-based access with single number 24/7/365 support provided through a connection which is MPLS capable, meets speeds of 10 Gig per second, and has redundancy to allow transmission of multiple studies simultaneously as well as to maintain connectivity in cases of primary connection malfunction. Therefore, to provide essential patient care, the need exists for a Teleradiology Service that will provide 24/7/365 interpretation of radiological examinations for stat, urgent, and routine exams. Approximately 70,000 procedures would be performed during these times. The substantial number of examinations performed, as well as the workflow of handling those examinations will require the services of an established Teleradiology Service provider that can absorb the subspecialty and specialty case load and meet specific institutional requirements for connectivity, turn-around time and security. Historically, it has taken a pool of sixty (60) + board certified radiologists to provide for all the specialties and subspecialties of this requirement. Finally, VANEOHS will use its own VA VISTA Imaging PACS and commercial PACS to transmit the images to the contractor. The contractor s teleradiology system and PACS must be compatible with the VA systems with an established Memorandum of Understanding (MOU) and an Interconnection Security Agreement (ISA). Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 10 pages in length. The Government will not review any other data or attachments that are in excess of the 10 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested and Capable Companies shall furnish the following minimum information: Business name, SAM Unique Entity Identifier (UEI) Number, person of contact name including telephone number, address, email address, and company website. Business size and small business size classification if applicable (e.g. Service Disabled Veteran-Owned, Veteran-Owned, Women-Owned, Disadvantaged Small Business, 8(a) etc.). Is your company Veteran Small Business Certification (VETCert) verified? Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. Capability statement providing clear evidence to substantiate the capacity to fulfill this requirement as stated above. How would your company handle the quantity of interpretations expected. How would you provide the number of board certified radiology physicians that have historically been needed to provide teleradiology services? Does your company have a MOU/ISA with the VA? A summary of previous experience providing Teleradiology Services for the Veterans Health Administration or other healthcare entities. Provide company name, address, person of contact telephone number, email address, and value of each project. Do you need to subcontract any portion of work to provide these services stated herein?
