VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-6054 Contracting Activity: Department of Veterans Affairs, Network 10 Contracting Office received an emergent after hours request for a back up generator to keep the Roudebush VA Medical Center, located at 1481 West 10th St., Indianapolis, IN 46202-2803 running. 2237# 583-23-4-663-0423 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Contracting received an urgent after hours request for parts and labor to make the necessary repairs. generator rental and fuel to keep the hospital open. MacAllister was the only company that could respond immediately and had the resources for the generator rental. Other companies did not have the 2000Kw generator available. Cummins was contacted and they did not have the generator rental availability. Vendor: MACALLISTER MACHINERY 6300 SOUTHEASTERN AVE INDIANAPOLIS IN 46203 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The back-up generator was needed immediately to keep the hospital open as to not affect patient care. MacAllister was the only source who could provide the generator and is familiar with our on-site infrastructure and ability to meet our urgent need. FAR 6.302-2 will be utilized for this urgent requirement. Description of market research conducted and results or statement why it was not conducted: Searched VetCert under NAICS 333613 resulting a potential 41 SD/VOSB vendors.; however, only MacAllister was capable of meeting our urgent deadline to keep the hospital open.
