NCO 10 intends to issue a Request for Quote (RFQ) for Low Demand Safe Haven Residential Care services for the Northern Indiana Health Care System (NIHCS). The contractor shall provide emergency residential and treatment services in accordance with the Health Care for Homeless Veterans (HCHV) program Low Demand Safe Haven model. The contractor shall house up to twenty-five homeless Veterans in need of immediate placement in a safe environment with onsite clinical and case management services. At least one bed will be reserved for female Veterans. Contractor must be located within 20 miles of a VA Medical Center or Community Based Outpatient Clinic (CBOC) within NIHCS. Catchment area includes the following: Indiana Counties: Adams, Allen, Blackford, Cass, Dekalb, Delaware, Elkhart, Fulton, Grant, Howard, Huntington, Jay, Kosciusko, LaGrange, Madison, Marshall, Miami, Noble, Pulaksi, Randolph, St. Joseph, Steuben, Tipton. Wabash, Wells, Whitley. Ohio Counties: Defiance, Paulding, Putnam, and Van Wert. The Government intends to award a Fixed-Priced Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five (5) one-year ordering periods in accordance with FAR Parts 12 and 13. The anticipated period of performance is September 27, 2023 through September 26, 2028. The applicable NAICS Code is 624229, Other Community Housing Services with a size standard of $19 million.
