The 2237 for this procurement is 541-23-3-5746-0081 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Department of Veterans Affairs is requesting VISN 10 Contracting Office to enter a sole source procurement with Zenith Systems LLC a large business, to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform the Lenel Security System Maintenance. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: CO intends to award IAW FAR 13.106-1(b)(1)(i), Exclusive licensing, to Zenith Systems LLC provide the Lenel Security System. Solicitation 36C25022Q0828 for the Lenel Security System has been posted for competition and quotes are currently being evaluated. Any use of an unauthorized contractor can void any potential warranties and may cause the government to pay unreasonable costs in the future for the repairs and service agreements. Zenith Systems LLC are not associated with any authorized contractors or field technicians. Description of market research conducted and results or statement why it was not conducted: FAR 13.106-1- VetCert queried using NAICS Code 561621 and Lenel Security Systems identified no other VOSB or SDVOSB contractors in the state of Ohio that are third party contractors associated with Zenith Systems LLC. Therefore, the VA Rule of Two cannot be met. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
