This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise an Invitation For Bids (IFB) on project 506-21-212 - Modernize Public Address System to be accomplished at the LTC Charles S. Kettles Veterans Administration Medical Center (VAMC) located in Ann Arbor, MI. An Invitation for Bid (IFB) is planned to be issued on or about February 6, 2023. Contractor shall furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to complete this project. This project will have specialized qualification and experience requirements which will be identified in the solicitation specifications upon issuance. All work performed shall be fully documented by the Contractor. Construction shall be performed in compliance with the manufacturer s recommendations and applicable Codes and building standards. Complete details of the project requirements will be provided upon issuance of the solicitation. Work is scheduled to be performed during the normal daytime business hours of the medical center, excluding federal holidays. The North American Industry Classification Code (NAICS) for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $16.5 million. Magnitude of cost for this project is between $1,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Veterans Small Business Certification database https://veterans.certify.sba.gov at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies.
