This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled Replace Windows Phase II Project No. 515-21-106 to be accomplished at the Veterans Administration Medical Center (VAMC) located in Battle Creek, MI. An Invitation for Bid (IFB) is planned to be issued on or about December 20, 2022. Specifically, the project s general scope of work is the replacement of windows with energy efficient windows that are in line with historical requirements. The contractor is to furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to replace windows in Buildings 8, 10, 11, 12, 13, 24, 26, 27, 28, 109 and 138 at the VA Medical Center in Battle Creek, MI. This project will have specialized qualification and experience requirements which will be identified in the solicitation specifications upon issuance. The period of performance for the project is Five Hundred Forty (540) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided upon issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction with a small business size standard of $39.5 million. Magnitude of cost for this project is between $1,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers.
