This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled Renovate Urgent Care and Registration, Project No. 553-19-104 to be accomplished at the John D. Dingell Veterans Administration Medical Center (VAMC) located in Detroit, MI. An Invitation for Bid (IFB) is planned to be issued on or about December 19, 2022. The projects general scope of work is to furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to renovate the existing Registration area and former Emergency Department (ED) area, located on the main level of the John D. Dingell VA Medical Center, into three (3) different spaces - reorganized Registration area, relocated Fast Track exam area, and a new Observation area. The renovated urgent care space will accommodate the examination and treatment of all outpatients determined to be in need of immediate medical care. A walk-in clinic will be focused on the delivery of ambulatory care, in a dedicated medical facility, outside of a traditional emergency department. The Urgent Care will treat injuries or illnesses requiring immediate care, but not serious enough to require an emergency department visit. The former ED encompasses approximately 5,650 sq. ft., while the existing Registration area encompasses roughly 7,200 sq. ft. The period of performance for the project is Five Hundred Forty-Eight (548) calendar days after the Notice to Proceed is issued. Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Industrial Building Construction, with a small business size standard of $39.5 million. Magnitude of cost for this project is between $2,000,000 and $5,000,000 (VAAR 836.204). The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about December 19, 2022.
