E.2 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) Authority for this solicitation is FAR Part 13 (Simplified Acquisition Procedures). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements. The following factors shall be used to evaluate conforming quotes: (1) Lowest Price Technically Acceptable Contents of the written quotes will be evaluated to determine the degree and extent to which the requirements set forth in the Request for Quote (RFQ) and PWS are satisfied. The Government reserves the right to award without discussions. Quotes will be evaluated and ranked per price, from lowest to highest. Other quotes may not be evaluated unless the Government determines the lowest price quote to be unacceptable: In the event the Government determines the lowest price quote to be unacceptable, the technical quote of the next lowest price quote will be evaluated. This process will continue until a technical quote that meets or exceeds the acceptability standards for non-price factors is determined to be acceptable. To be technically acceptable the quote must show: Proof of being a Lenel Dealer and all technicians that work on or with the equipment/software must be Lenel Certified. The contractor must be available 24/7 with the capability to respond to a call within three hours of the call. Corporate Experience: The contractor s Corporate Experience shall demonstrate corporate experience with at least two but no more than four related projects completed within the last seven years in successful performance in Security CCTV and Access Control Maintenance. In defining corporate experience provide the following information: Project title, location and brief description, including the building use and square footage of the facility (e.g., Medical Facility, 300,000 GSF etc.) and contracting method; The prime contractor and major subcontractors or contractor team arrangements; and Project statistics including start and completion dates (original vs. actual) for completed work. Technical Knowledge and Approach: The contractor shall highlight their strategy for the Maintenance Agreement and all aspects of the contractor s quoted project delivery philosophy and protocols, training and documentation described in the Performance Work Statement (PWS). The contractor shall include their Project Delivery Philosophy that includes: -The schedule of work for the maintenance agreement. -Location of staff and support facilities -Control System Demonstration and Acceptance -Terms and Conditions of Warranty 7. Key Personnel Experience: The Offeror shall demonstrate relevant LENEL and Milestone experience by submitting resumes of the proposed Key Personnel as well as Certifications indicating Expert Level LENEL for the system engineer, and Master Level for the technicians. The System Engineer and Technician need to hold Milestone certifications as well. The resumes submitted shall include the name of the individual, company position, years with the company, Maintenance agreement and Repair project work/experience, certifications, and educational background, tasks to be assigned on this project (e.g., project management), percentage of work week to be committed to this project and provide the offeror s current workload and availability of Key Personnel to manage the project. The Government reserves the right to review and approve all resumes for Key Personnel positions prior to acceptance. Key personnel shall include as a minimum: Project Manager or Equivalent System Engineer or Equivalent On site Technicians or Equivalent The Vendor shall propose a labor matrix that matches its Key Personnel to activities, tasks, and phases that are aligned with the PWS. The quote shall describe the roles and responsibilities of all Key Personnel, their contribution to the execution of the Vendor s methodology, the estimated contribution of each key person, percent of utilization, or similar, and the manner in which the Government will be provided visibility into Key Personnel contribution and performance.
