This is a Sources Sought Notice for Suicide Prevention Radio Advertising in association with the Stone Soup Outreach Promotion as identified in the Statement of Work (SOW) for the Ann Arbor VA Medical Center in Ann Arbor, Michigan. The contractor shall furnish all necessary labor, supervision, management, management support, and materials necessary to furnish the required services. The services required are provided below and are subject to changes. A draft SOW is attached to this notice and is subject to change should a solicitation be issued as a result of this notice. Please respond if you have the ability and intent to complete this requirement. This Sources Sought Notice is intended to locate any business capable of performance. The anticipated NAICS Code for this requirement is 515111. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to any particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. DRAFT STATEMENT OF WORK General Information & Objective: Title of project VA Healthcare Enrollment and Suicide Prevention Awareness Campaign via Stone Soup Outreach Promotion Authority for the project VHA Advertising Policy 8501 Purpose of the project To broadly communicate and increase awareness of VA healthcare services to non-enrolled veterans and promote suicide prevention services during Suicide Prevention Month (September). Background The Stone Soup fable is about a hungry soldier who had only a pot, some water and a stone, but with a little contribution from each of his neighbors, was able to create something substantial everyone could enjoy. The Stone Soup Outreach Promotion is to benefit Vets Returning Home, a local charity that houses and feeds men and women who have served our country. Scope of Work/Deliverables: Contractor shall provide advertising as described herein on vendor s radio frequency in association with the Stone Soup Outreach Promotion. Upon contract award, a 30-second audio commercial will be delivered via email as an .mp3 file to the contractor for broadcast. The contractor must provide: Logo and message, Special thanks to the VA Ann Arbor Medical Center on vendor s website Inclusion in targeted social media campaign (200,000 impressions targeting the southeast Michigan Veteran population via vendor s social media platforms, in September 2022) Opportunity to be onsite at the Stone Soup Event for outreach on September 8, 2022 One on-air interview with Ann Arbor VA Medical Center representative on vendor s morning show September 2022 on-air commercial schedule highlighting Suicide Prevention services to veterans Commercial advertising will include 145 commercials to be run during the following broadcast schedule: Flight 08/29 09/30/2020: 25 airings Monday Friday 6:00 a.m. 10:00 a.m. 30 airings Monday Friday 10:00 a.m. 3:00 p.m. 25 airings Monday Friday 3:00 p.m. 7:00 p.m. 30 airings Monday Friday 7:00 p.m. 12 midnight 35 airings Monday Sunday 6:00 a.m. 12 midnight Proposed dates commercials will air for the entire campaign are the weeks of 8/29/2022 through 9/26/2022, but dates will be adjusted depending on the contract award timeline. Reporting requirements Contractor shall provide analysis reports, to include end-of-flight reports showing exact times the ads aired on vendor s station, as well as the number of social media impressions provided on their platforms. Contractor must have the ability to track and report this data.
