Order against: FSS Contract Number: 36F79719D0135 Name of Proposed Contractor: SCRIPTPRO USA INC Street Address: 5825 REEDS ROAD City, State, Zip: MISSION, KS 66202 Phone: 913-432-4735 (3) Description of Supplies or Services: The estimated value of the proposed action is $ The Veterans Integrated Service Network (VISN) 10, is responsible for providing health care to Veterans in the states of Indiana, Ohio and Michigan. Veterans Integrated Service Network (VISN) 10 is the result of the integration of VISNs 10 and VISN 11 as part of VA s MyVA Transformation plan. The newly integrated VISN 10 is comprised of 10 medical centers and the independent Columbus, OH Ambulatory Care clinic and a network of 63 Community Based Outpatient Clinics. VISN 10 provides personalized, proactive, patient-centered care to more than 685,000 Veterans throughout the lower peninsula of Michigan, Ohio/Northern Kentucky and Indiana. Like all health care facilities, VISN 10 is moving from the legacy VistA EMR and moving to an Enterprise Cerner EMR. This move will require legacy systems to have their existing medical and laboratory devices interfaced and configured to communicate with Cerner. ScriptPro solutions are carefully engineered to ensure accuracy, save time, & increase patient satisfaction. The contractor shall provide all necessary travel, professional services, hardware, installation and onsite calibration and testing of the robotic prescription dispensing systems. The contractor shall provide all the necessary installation services and training to install the necessary upgrades required. This shall include: Item Description Quantity SP 200/CCC (6 slot) Robotic Prescription Dispensing System with 6 slot Collating Control Center 2 SP 50/CCC (6 slot) Robotic Prescription Dispensing System with 6 slot Collating Control Center 1 (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; The site also has our workflow solution and the ScriptPro robots are the only ones that work with that product. ScriptPro manufactures, installs and supports our ScriptPro Equipment. The ScriptPro Equipment is proprietary and may only be purchased through ScriptPro or from its authorized distributor, Veterans Healthcare Supply Solutions. As the OEM, ScriptPro is the only source for maintenance/updates, or modifications and upgrades to our system(s). ScriptPro s Support Package and GSA contract #36F79719D0135 states the warranty is void if the Equipment or Software has been installed or modified other than as authorized in writing by ScriptPro. FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. FAR 8.405-6(b): Items peculiar to one manufacturer: A patent, copyright or proprietary data limits competition. The proprietary data is: These are direct replacements parts/components for existing equipment. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. (5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: The workflow system is still operation and it s within the governments best interest to continue utilizing the existing equipment and procuring updated robots to work with the existing system. We are receiving a trade in credit of $27,360 p per robot (for 3 robots) toward the new robots. (6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. Searched VIP with NAICS 339112 and received 426 results, added keyword SCRIPTPRO and received 0 results. Searched SAM with keyword robotic prescription dispensing system and received several sources sought notices seeking Indian owned businesses. Based on FPDS results a majority of the awards are directly to ScriptPro. Attempted to utilize SBA Dynamic business search but the website was down. Searched GSA and found the requirement under contract 36F79719D0135. Based on these results the VA rule of two is not attainable. This procurement will be sole sourced directly to the OEM, ScriptPro under FSS Schedule 65 contract 36F79719D0135. (7) Any Other Facts Supporting the Justification: N/A (8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: Should the requirement be requested again, the market will be surveyed for acceptable comparable products and/or distributors for existing brand.
