Page 7 of 8 Conduct VAMC Infrastructure Study 583-23-201 Scope of Work October 7, 2021 GENERAL PROJECT SCOPE: The Contractor shall provide services to complete a study that evaluates the current mechanical and electrical infostructure of the Richard L. Roudebush Veteran Affairs Medical Center (VAMC). The study will identify current capacities, system deficiencies, and potential future expansion capabilities for the VAMC. This will include estimating the current heating cooling and power loads compared to what the current capacity is. All work will be performed within the main facility campus of the Richard L. Roudebush VAMC, located at 1481 West 10th Street, Indianapolis, IN 46202. Work shall be completed in three distinct phases of work within 150 days following award. The Contractor shall provide all necessary services (i.e., labor, materials, tools, equipment, and competent supervision) to perform all work as noted below to meet the scope objectives and requirements, and to provide the required outcome in terms of overall quality, timeliness, and documentation. All work performed under this project shall fully adhere to all VA design and Master Specification criteria including energy conservation requirements, as well as relevant additional standards and criteria outlined in the Project Specifications. The Contractor shall be responsible for obtaining and coordinating the services of all third-party subcontractors performing services on site as part of the contract to accomplish the following, with additional details outlined in the provided specifications and drawings: Phase 1 (AHU Survey) Contractor shall survey all current preexisting AHU located within the VAMC Building 1. Contractor shall survey AHU locations as provided by VAMC Contracting Officer Representative (COR), up to 65 distinct locations. The survey will identify AHU by location, make, model, rated capacity, configuration, and current operation capacity. Survey will identify unit condition based on an estimate of useful operation life in years (i.e., AHU can continue to operate for X-number of years without replacement) as well as identifying any components that that do not meet the VA design requirements. The capacity of each unit will be compared to the space needs to identify any shortfall in meeting the current VADG standards to include increases in power, chilled water and heating water. This phase of work shall be completed within 45-days following Notice to Proceed. Phase 2 (Central Chilled Water Plant Survey) Contractor shall survey VAMC facility central chilled water plant, located in Building 22 on VAMC main campus. Equipment to be surveyed is that which is critical to the operation of the water plan operation, including, but not limited to, the chillers, cooling towers, and pumps. The survey will identify chilled water plant components by location, make, model, rated capacity, and current operation capacity. Survey will identify unit condition based on an estimate of useful operation life in years (i.e., chiller can continue to operate for X-number of years without replacement) as well as identifying any components that that do not meet the VA design requirements. Identify any needed increase in capacity that has been noted in Phase 1. Any noted increase shall be noted and what upgrades will be needed to meet the requirement. This phase of work shall be completed within 30-days following approval from COR. Phase 3 (Facility Electrical Power Survey) Contractor shall survey from the electrical utility distribution point to the main distribution panels and critical equipment associated with these panels. Equipment to be surveyed includes, but is not limited to, generators, transformers, switchgear, motor control centers, meters, and feeders. The survey will identify electrical power distribution equipment components by location, make, model, rated capacity, and current operation capacity. Survey will identify unit condition based on an estimate of useful operation life in years (i.e., panel can continue to operate for X-number of years without replacement) as well as identifying any components that that do not meet the VA design requirements. The survey shall provide any upgrades needed to accommodate components identified in Phase 1 &2 while providing a minimum of 25% excess capacity. This phase of work shall be completed within 30-days following approval from COR. Prior to commencement of each phase, the Contractor will provide a submittal that outlines all calculations and assumptions that will be used for the basis of the study as well a schedule for completion of the work. Submittals will be approved by the COR prior to start of each phase. A review period of 15-days per phase will be used by the project COR and/or Contracting Officer prior to approval to proceed with the start of work and/or start of a new phase. A progress meeting shall be required once a week with the COR to go over weekly progress during completion of the survey and to address any concerns during completion of the survey work. The Contractor will create a single survey document that is both quantitative and qualitative, including photographs of surveyed components and detailed descriptions of field observations, as well as detailing the means and methodology utilized to complete the survey. The survey document will outline deficiencies in order of severity, with current capacities and limitations, and include improvement recommendations on how the systems can be modified to increase the capacity and efficiency of the systems. A cost estimate and proposed timeline for any upgrade or repairs that may be needed will be included. Any assumptions or predictions that were used in the calculations or identification of any components in the systems must be included in this document. The Contractor will provide the COR with two hardcopies and two digital copies of documented results from the completed survey. If necessary, the study may be delivered to the COR via CD or a download link. The download link shall be approved by the VA Prior to start of work, the Contractor is responsible for verifying existing conditions and maintaining current conditions of the VAMC during and following completion of the study. Contractor shall deliver survey equipment, as needed, without interfering with the normal flow of vehicle and pedestrian traffic at the Medical Center. It shall be the responsibility of the Contractor to keep surveyed areas clean and the surrounding areas free from damage. If during completion of the survey, surrounding areas are damaged, the Contractor will be responsible for any repairs/replacements that are required. It is the responsibility of the Contractor to understand and comply with all applicable city, county, state, and federal codes, laws, ordinances, standards, rules and regulations. SAFETY The Contractor shall be thoroughly familiar will all rules and regulations governing safety. A 30-hour OSHA Competent Person shall be present for all work and all additional workers shall have a minimum of a 10-hour OSHA Certification. All welders, pipefitters, carpenters, electricians, etc. performing work must present a valid certification for their respectable trade. All work associated with this project shall be in compliance with all VA regulations concerning Safety, Infection Control Requirements, Interim Life Safety Measure Requirements, Parking, Personnel Access, and proper removal/safe disposal of construction waste and debris as listed in the specifications and drawings. The Contractor shall abide by all ICRA requirements that are put into place by the VA infections prevention team. The COR shall provide requirements and forms to Contractor. All work will be performed in accordance with ICRA, but it will be the responsibility of the Contractor to keep the construction areas clean and to not damage the existing equipment. If during the work, equipment is damaged, the Contractor will be responsible for any repairs/replacements that are required. Have completed safety training as outlined in OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical and NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to commencing work. Have ready access to the latest versions of the following references: NFPA 70, National Electrical Code NFPA 70B, Recommended Practice for Electrical Equipment Maintenance NFPA 70E, Standard for Electrical Safety for the Workplace NFPA 110, Standard for Emergency and Standby Power System OSHA Standard 29 CFR 1910, Subparts I & S. International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These may be obtained from the VHA Medical Center or equipment manufacturers. Be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work in a safe, effective, and timely manner. Tools, equipment and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. SECURITY The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. The C&A requirements do not apply, and that a Security Accreditation Package is not required. The contractor shall wear a VAMC badge at all times when they are on VA property. General Contractor s or subcontractor s employees shall not enter the project site without an appropriate badge. Contractor personnel may be subject to inspection of their personal effects when entering or leaving the project site. Before starting work the General Contractor shall give two weeks notice to the COR so that security arrangements can be provided for employee badging. Health screenings may be required of those entering VA property, dependent on VA directives, Federal emergency response, and CDC testing guidelines. Health screening may be used in an attempt to identify a potential health impact that may be transferrable to VA personnel or patients prior to documentable symptoms. In the event that health screening activities are implemented at the Facility Level, the Contractor, their personnel, and their subcontractors must adhere to all Facility directions and guidelines at all times when they are on VA property. Prior to starting work, the Contractor shall give three days notice to the COR so that current health screening activities at the VA Facility may be identified and communicated to Contractor personnel prior to mobilization (i.e., restricted entrances, limited delivery windows, etc.).
