SOURCES SOUGHT NOTICE Sources Sought: The Department of Veterans Affairs Network Contracting Office (NCO) 10, 24 Frank Lloyd Wright Drive, Ann Arb or, Michigan 48105- 2303, intents to solicit offerors for Dry Ice Services. The NAICS Code for this procurement is 325120 Industrial Gas Manufacturing and has a Size Standard of 1,000 Employees. This is NOT a solicitation for a proposal, proposal abstract, or quote. The purpose of this notice is to obtain information regarding qualified business sources. The response to the information requested will assist the Government in determining the appropriate acquisition method. Requirements: Background. The Department of Veterans Affairs, LTC Charles S. Kettles VA Medical Center, Pathology & Laboratory Medicine Services (PALMS) (Room E-318), located at 2215 Fuller Road, Ann Arbor, Michigan 48105-2303 has a need for Dry Ice Services. Dry Ice is widely used in Research and Clinical Laboratories to provide rapid cooling and maintain appropriate temperatures during the storage and transport of specimens. Central Receiving and Send-Out Department at the facility sends out many specimens to different Reference Laboratories for Testing and Dry Ice is required to maintain the appropriate temperatures during the transport of the specimen. Dry Ice is created by cooling and pressurizing CO2 gas until it changes to a solid state. Dry Ice is solidified Carbon Dioxide CO2 available in blocks or pellets. This will change directly to CO2 gas at any point above -109° F (-78.5° C). Due to the extreme low temperatures and large amounts of colorless and odorless gas it emits at ambient temperatures and pressures, it poses a health and safety hazard if not handled properly. The Contractor shall provide the Dry Ice in the form of 5/8 Pellets or 14mm Nuggets that are easily dispensed in the transport packaging. The Contractor shall provide all the Labor, Materials, and Transportation necessary to deliver the Dry Ice to the Medical Facility. Purpose and Objectives. The purpose of this sources sought is to help determine the interest level amongst businesses that provide Dry Ice Services. Project Requirements. The Pathology and Laboratory Medicine Services has requested a Firm Fixed Price Contract consisting of a Base Year with Four (4) Year Options to Renew the Contract with a Period of Performance beginning on February 01, 2022 to January 31, 2027. The Contractor shall deliver the Dry Ice by refrigerated truck. Services shall include two (2) deliveries on Wednesday and Friday. Each delivery shall consist of 12 ½ pounds of Dry Ice. The Dry Ice shall be in the shape of 5/8 Pellets or 14mm Nuggets. The Pathology and Laboratory Medicine Services, Room E-318 will supply refrigerated containers sufficient to hold a total of 25 pounds of Dry Ice. Please note that responses shall ensure that the email communications contains the RFI Number followed by Dry Ice Services within the SUBJECT LINE of the e-mail. Capability Statement/Information Sought. If interested, please submit a capability statement that demonstrates your capacity to complete the requirements outlined above to Michele.Bartelt@va.gov no later than Tuesday, January 25, 2022 at 11:00 AM (EST). The Capability Statement shall meet the following criteria: On page one (1) of the Capability Statement, begin by providing the Organizations information as follows: Organizational Name, Address, Phone Number, Mobile Number, DUNS Number and Point of Contact (Name, Phone, and E-Mail). The Capability Statement shall be in Microsoft Word, Microsoft Excel, or Adobe PDF Format, Singled Space, 12-Point Font (excluding charts or graphics) and the entire document shall not exceed five (5) pages in length to include all attachments, charts, etc. Capability Statement shall include but not limited to (a) Staff Expertise, Work Experience, formal and other training; (b) current-in-house capability and capacity to perform the work; (c) prior completed projects of similar nature, (d) Organizational Experience and Management Capability; and, (e) Examples of prior completed Government Contracts, References, and other related information pertaining to safety protocols (f) Organization Size is under the NAICS Code 325120, (g) if the Organization is an SDVOSB/VOSB or not, and the Contract must be registered and Certified in VIP VetBiz if its an SDVOSB/VOSB Organization. In addition, all Organizations shall be registered in SAM. Disclaimer and Important Notes.
