Roudebush VAMC, Engineer Service has submitted VA Form 2237 #583-22-1-179-0001 in the amount of $27,225.00 for this request. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The procurement of the following parts and labor hours is required to assist in the installation and configuration of the VISN purchased Welch Allyn Equipment located at the Richard L. Roudebush VAMC. The total of parts and labor is $27,225.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Welch Allyn Vital Sign Equipment must be serviced by the OEM distributer due to proprietary operating software, hardware, and parts that are only available from Welch Allyn, Inc. Services could not be provided by a source other than the manufacturer to ensure the equipment is functioning to OEM standards. Welch Allyn, Inc., is a subsidiary of Hill-Rom Holding, Inc., and is the only distributor for these services. Description of market research conducted and results or statement why it was not conducted: The OEM, Welch Allyn, Inc., was contacted to provide a quote of their services. An Internet search on databases VIP, SBA, GSA and FPDS was conducted in an effort to identify any other vendors that are capable of providing these services; the search returned no results. Welch Allyn, Inc., is the only vendor that can provide the emergency and preventative maintenance on this specialized equipment. No other efforts were made to solicit other offers due to the requirement for OEM replacement of proprietary software, repairs, parts and trained technicians.
