Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The services requested are commercial in nature, this request is for preventative and emergency maintenance services of Government - owned Bayer, CT Injectors utilized at the VANICS-Fort Wayne Campus, VANIHCS-Marion Campus, and VANIHCS-Saint Joseph County VA Clinic. Procurement of a base plus four (4) option years, firm fixed price service contract for Bayer CT Injectors Maintenance Service. The period of performance to begin July 1, 2022 through June 30, 2027, with four option years. The Independent Government Cost Estimate for the base plus four (4) option year contract is $78,407.15 (base $15,694.03). Bayer Healthcare, LLC., shall provide all parts, materials, labor, supervision, test equipment, technical manuals, and transportation necessary to perform preventative and emergency maintenance on the following equipment: Fort Wayne Campus Equipment Model: STELLANT FLEX Serial Number: 100645 Marion Campus Equipment Model: Stellant D Serial Number: 41272 Saint Joesph VA County Clinic Equipment Model: Stellant D Equipment Model: 202371 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: All maintenance and repair services must be performed by an OEM factory trained technician, and the equipment must be certified to meet Bayer Healthcare, LLC.performance requirements. Bayer Healthcare, LLC., is the OEM of this equipment and does not sell their parts and does not provide their OEM training to third-party authorized vendors. There are no other vendors that have the skills and expertise to provide the maintenance service for this equipment. Description of market research conducted and results or statement why it was not conducted: The OEM, Bayer Healthcare, LLC., was contacted to provide a quote of their services. An Internet search on databases VIP, DSBS, FPDS, and GSA was conducted in an effort to identify any other vendors that are capable of providing these services; the search returned zero (0) results. Bayer Healthcare, LLC., is the only vendor that can provide the emergency and preventative maintenance on the specialized equipment. No other efforts were made to solicit other offers due to the requirement for the OEM replacement of proprietary software, repairs, parts, and trained technicians.
