This Statement of Work describes the requirements for the Triennial Electrical Breaker Testing (TEBT) Service (2021) on the West Tenth Street (WTS) campus of the Richard L. Roudebush VA Medical Center located in Indianapolis, IN 46202. Specific Requirements. The contractor shall provide all tools, equipment, material, labor, and supervision necessary to accomplish the following: Inspect, test, calibrate, service, and clean all electrical breakers within all electrical panels located within Bldg 1, WTS (main patient care building) and within all WTS outbuildings (Bldgs 5, T6, 19, 20, 21, 22, and 23) on the WTS campus of the Richard L. Roudebush VA Medical Center. This will require the panel covers to be removed from all electrical panels and then reinstalled. Refer to the electrical one-line drawings that have been provided for a complete list of all electrical panels to be serviced. Clean the inside and outside of all electrical panels located within Bldg 1, WTS (main patient care building) and within all WTS outbuildings (Bldgs 5, T6, 19, 20, 21, 22, and 23) on the WTS campus of the Richard L. Roudebush VA Medical Center. Refer to the electrical drawings that have been provided for a complete list of all electrical panels to be cleaned/serviced. Bench test all electrical breakers within all electrical panels that are listed as 600A or above within Bldg 1, WTS (main patient care building) and within all WTS outbuildings (Bldgs 5, T6, 19, 20, 21, 22, and 23) on the WTS campus of the Richard L. Roudebush VA Medical Center in full compliance with NFPA requirements. Refer to the electrical one-line drawings that have been provided for a complete list of all electrical panels to be bench tested. Infrared scan and provide photos of all electrical breakers within all electrical panels located within Bldg 1, WTS (main patient care building) and within all WTS outbuildings (Bldgs 5, T6, 19, 20, 21, 22, and 23) on the WTS campus of the Richard L. Roudebush VA Medical Center. Refer to the electrical one-line drawings that have been provided for a complete list of all electrical panels to be infrared scanned. The contractor shall document all tasks performed, which shall include the date and time that all work has been performed, the specific equipment location, the type of equipment, the manufacturer of the equipment, the model number, the equipment specs, notes on the condition of the component at the time of inspection, the testing that was performed and the results of those tests, the calibration that was performed, and the condition of the component once all work has been completed. For deficiencies found that are system related rather than component related (for example, normal and emergency power conductors found in the same conduit), the contractor shall document the deficiencies in a report with the description of the deficiency and any applicable code violation(s). Refer to paragraph 8.2. below. All testing shall be accomplished in accordance with standard procedures including, but not limited to, selected specifications from the following: International Electrical Testing Association (NETA), National Electric Code (NEC), National Fire Protection Association 70B-Electrical Equipment Maintenance (NFPA 70B), Institute of Electrical and Electronic Engineers (IEEE), American Society for Testing and Materials (ASTM), National Electrical Manufacturer s Association (NEMA), and manufacturer s instruction manuals and/or project specifications unless otherwise noted. Provide a qualified, experienced Electrical Engineer with a Professional Engineering (PE) certification or a National Electrical Testing Association (NETA) certified technician to supervise all work. The PE or NETA Technician shall have at least five years of experience in supervising electrical breaker testing and infrared scanning work. Provide the resume of the PE or NETA Technician and evidence of experience in supervising electrical breaker testing and infrared scanning work for VA review and approval. The VA shall provide electrical one-line drawings of the existing normal and emergency power distribution systems for all wings located within Bldg 1, WTS to the contractor. If an electrical component is found by the contractor within Bldg 1, WTS or within one of the WTS outbuilding (Bldgs 5, T6, 19, 20, 21, 22, and 23) that is not shown on the drawings provided by the VA, then the contractor shall add that information to the drawings accordingly. If the VA is not able to provide a drawing for a WTS outbuilding then the contractor shall provide an as-built drawing showing all missing electrical components for that building. Locations. 3.1 1481 West 10th Street Campus. All required work is located at the Richard L. Roudebush VA Medical Center, 1481 West 10th Street, Indianapolis, IN, 46202. Qualifications of Contractor: If an Electrical Engineering PE is not provided by the contractor to supervise all work mentioned above, then the contractor shall be certified by the National Electrical Testing Association (NETA) as a NETA Certified Technician and shall complete the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. The NETA certification shall be considered to be equivalent to hiring a professional Electrical Engineer (PE). The supervisor shall have completed OSHA-30 training and all workers shall have completed OSHA-10 training. The contractor shall have technical training and documented working experience in maintenance, inspection, testing, and servicing of electrical power distribution systems and all associated components within a healthcare setting. A minimum of five years of experience is required. The contractor shall have safety training as outlined in OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical and NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to commencing work for review and approval. The contractor shall have a professional engineer or a NETA Technician on site overseeing day to day operations throughout the duration of the project. The contractor shall have knowledge of and have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S.. International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These may be obtained from the VHA Medical Center or equipment manufacturers. The contractor shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform all required work in a safe, effective, and timely manner. All tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Work Hours Maintaining the operational capability of the medical center is of paramount importance. The contractor shall coordinate all activities with the VA COR prior to commencing all work. In order to maintain the medical center s operational capability, this project will require the contractor to accomplish all work on off-shift hours as well as on weekends since many of the affected areas will not be able to be shut down during normal business hours. Normal business hours for the medical center are defined as Monday through Friday, 6 a.m. to 5:30 p.m., excluding Saturday and Sunday. Designated off-shift hours are defined as Monday through Friday, 5:30 p.m. to 6 a.m., Saturday and Sunday, and federal holidays. Federal holidays for 2021, which are non-working days, include the following: New Year s Day MLK s Birthday President s Day Memorial Day Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day. Planned Electrical Shutdown Schedule The contractor shall develop a planned electrical shutdown schedule of proposed electrical shutdowns and submit to the VA COR for review and approval. Once the planned electrical shutdown schedule has been approved by the VA COR, then the contractor shall allow a minimum of four weeks for VA staff to coordinate all related electrical shutdown work with the affected areas. The length of time for all planned electrical shutdowns shall be approved by and may be revised by the VA COR. The VA COR shall reserve the right to cancel and/or reschedule any planned electrical shutdowns for any reason to protect the interest of the medical center. The contractor shall obtain written approval from the VA COR via the VA s Utility Interruption form prior to beginning each planned electrical shutdown. Period of Performance The contractor shall complete all contract work within 240 calendar days from issuance of the Notice to Proceed (NTP) from the Contracting Officer. Deliverables: The contractor shall provide the following within 30 calendar days of completion of all work: 8.1 Provide a written report indicating the inspection type, testing type, calibration, and the service performed on each electrical component. The report shall include the following information as a minimum: Company s name, address, and telephone number. 8.1.2 Name and signature of whom performed the work. 8.1.3 VA Contract Number with name and number of VA Contracting Officer. 8.1.1 Date and time of work performed. Copies of valid licenses, professional training and certificates. Descriptions and model number of specialized tools and equipment used in performing the work. Reference materials used such as equipment manufacturer s specifications, etc. Location of equipment Manufacturer of equipment Manufacturer part # Remarks on conditions of electrical equipment. List all deficiencies if any are observed. The type of test(s) performed on the components and the results of those tests. The calibration type performed and the before and after calibration values (if applicable). 8.2 Provide a deficiency report with accompanying photos of the deficiencies listing all deficiencies during the initial inspection and testing process. This report shall include the following information: The nature of the deficiency and the potential impact if not addressed. The applicable code violations if any. Prioritize the items in the deficiency report. Photos of the deficiency along with the recommended corrective action. Update all electrical one-line diagrams for all buildings included in the scope of this work and provide electrical as-built drawings to the VA COR on a CD (in both PDF and DWG format/AutoCAD 2020 or later format) along with four hardcopies. Three of the four hardcopies shall be laminated and framed. Provide one hardcopy and one electronic copy on a CD of the infrared scanning report with accompanying photos of all noted deficiencies. Once all work has been completed, the contractor shall be responsible for providing the VA COR with the most up to date electrical as-built one-line diagram drawings possible. The contractor shall incorporate any/all missing information that is found into the final as-built drawings. . The contractor shall report all noted deficiencies that are considered to be critical or catastrophic to the VA COR for immediate action. The contractor shall also categorize all noted deficiencies for correction by priority.
