This market research is being conducted to determine if the procurement can be set-aside and competed, or conducted as full and open competition. We have attached a SOW to help you decide if you could respond to a solicitation. Be advised that the Non-manufacturer rule (NMR) applies, and should this procurement be set-aside, the Limitations on Subcontracting will also apply. Please reply by email indicating your ability to fulfill an IDIQ for Optical Lens Manufacturing. In response, please provide the following: - Business size status. SDVOSBs and VOSBs should provide VIP information. - Capabilities to perform the tasks as indicated below. - If an interested small business vendor is a manufacturer of prescription eyeglasses, please address in your capabilities statement how, in the performance of the contract, you will be able to meet the applicable Limitation on Subcontracting. 13 CFR 125.6 - If an interested small business vendor is not a manufacturer of prescription eyeglasses, please address in your capabilities statement how, in the performance of the contract, you will adhere to the requirements of the non-manufacturer rule. 13 CFR 121.406.
