VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $250K VHAPM Part 806.3 Other than Full and Open Competition Page 1 of 1 Original Date: 08/30/17 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: (36C250-21-AP-3146) Contracting Activity: Department of Veterans Affairs, VISN10, Cleveland VA Medical Center Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This activity proposes to solicit with American Fleet Services a small business using sole source procurement procedures under NAICS Code 811111 to provide repairing services for motor vehicles which are Agency Owned. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: American Fleet Services has the knowledge and expertise to make these vehicles mechanically sound and esthetically whole again. In addition, they are the only contractor that supplies all car parts needs for repairs. Description of market research conducted and results or statement why it was not conducted: FAR 13.106-1-VIP was queried under NAICS Code 811111, and no SDVOSB and VOSB contractors were identified to provide Fleet Services in the state of Ohio. American Fleet Services has the knowledge and expertise to make these vehicles mechanically sound and esthetically whole again. In addition, they are the only contractor that supplies all car parts needs for repairs. Therefore, the VA Rule of Two could not be met.
