The 2237 for this procurement is 541-21-3-2076-0098. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This activity proposes to solicit with Earth Smart Environmental Solutions Service Disabled Veteran Owned Small Business using sole source procurement procedures under NAICS Code 562112 to provide hazardous, non-hazardous, universal & pharmaceutical waste services for the Cleveland VAMC main campus, off-site dialysis center, outpatient surgery center, and 13 CBOC community clinics. The period of performance is from 5-1-2021 through 10-31-2021 for a total amount of $180,000. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Louis Stokes Cleveland Department of Veterans Affairs Healthcare System is requesting VISN 10 Contracting Activity to enter into sole source procurement with Earth Smart Environmental Solutions to complete the above stated service requirement. This request is being entered as a sole source because of the need for ongoing waste services at all Cleveland VAMC facilities and locations while the award for a new long-term contract can be awarded with a 11/1/21 start date. Description of market research conducted and results or statement why it was not conducted: FAR 13.106-1(b)(1)(i): Urgency, Exclusive Licensing, this does not require competition based on the agency s urgent need for the continuing services for hazardous removal services. Due to the need for this service, market research was not conducted because it was not practicable under the circumstance. For future procurements, the VA will survey the industry to find other suitable potential vendors that can possibly provide this type of requirement Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
