The Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, OH 45220, Network Contracting Office (NCO) 10 intends to release Invitation for Bid (IFB) 36C25020B0070 for project #539-333 entitled “Construct 3rd Floor Building 2 and Renovate 1st Floor” on or about January 18, 2021. The Contractor shall provide all tools, equipment, material, permits, labor, and supervision required to completely perform the required construction work for the Construct 3rd Floor Building #2 and Renovate 1st Floor Project, including prepare site for building operations including demolition and removal of existing structures, and furnish labor and materials and perform work as required by drawings and specifications. Work includes mechanical and electrical work, and certain other items shown and specified in project drawings and specifications. This construction project will renovate 4,000 SF of space on the first floor building 1 to create additional Primary Care space and construct 20,000 SF of administrative space creating a 3rd floor on the CLC building. This work includes general construction, steel erection, plumbing, HVAC, electrical, technology, abatement, etc. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, www.sam.gov, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. A non-verified vendor that submits a bid will be rejected as non-responsive. The VIP database will be checked both upon receipt of an offer and prior to award. A bidder’s mailing list will not be maintained, interested bidders should register in the interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0.
