Amendment is attached. All any questions with the offerors, if they have questions or concerns please send them to Lee Morris (lee.morris@va.gov. We will be happy to assist them in getting the correct answers and then will make minutes and send them out so everyone will have the same information. Lessors will send all questions through Contracting; Contracting will coordinate with the COR to have the appropriate answer as quickly as possible and distributed to all interested parties. No more RFIs shall be submitted as of October 3, 2019. Minutes Action Items and Follow Up # Item Responsible Due 1 Can you define the delineated area? Amendment 1 had a delineated map inserted in section 1.03 and posted on FBO.gov SEP 17, 2019 None 2 Is this a Full-Service Lease? Exhibit A is the lease, Exhibit B are all the requirements to support the lease. Several other such as Exhibit F & G. None 3 Is Cable and Internet required? Cable Yes. Guest WiFi only required in the waiting area. VA WiFi only cabling needs to be provided to 25 access points. None 4 Can Exhibit N be sent to the LCO directly. RLP states in Section 3.02 all required receipt of the lease proposal. None 5 Does the TI allowance only apply to the 19500 sq ft od usable area or whatever the usable turns out to be? We are doing some test fits Each Developer may have a different Rental SF includes common areas, but you should have data that supports your layout/flood plan. Your Space and Cost will be certified by the VA Engineers. None 6 We are wondering what differences there are between the Building Design, Building Drawings and Design Concept portions of the Technical Response portion 3.02. Provide a narrative of your Building Designs (gable roof, flat roof, building that provides nature lighting, brick exterior etc). Building Drawings and Design Concepts are covered more in detail during the DID Phase. Note: mechanical and electrical systems cost must be calculated and provide on your TICS Table per divisions If selected, each cost must be certified by our engineers to be fair and reasonable. Also, there is a shell cost and a TI Cost. None 7 What is the difference between the Detailed Operations and Maintenance Plan and Building Operations Plan in section 3.02 of the RLP? Detailed can be how often will you perform O&M on a specific item or function in or on the property. Building Operation Plan: Will there be a manager located on site during the operation or during duty hours etc None 8 Could someone please provide a visual of the delineated area? The directions shown below and on Page 2 of the attached do not create an enclosed delineated area. See Amendment 1 None 9 Can more than one developer represent the same property? Section 3.06 states, you must have an agreement between the owner. If there is a conflict of interest, the Government reserves the right to negotiate with the owner directly. To add to this Dates and times will be stamped on each offeror s proposals. None
