In general, NIHCS Fort Wayne VA Medical Center requires a contractor to provide all labor, equipment, materials, supplies, and supervision to accomplish the turfgrass hydroseeding application, establishment, and nurturing of the turfgrass. The Government anticipates awarding a single, firm-fixed price purchase order contract (no base plus options is offered). The Government further anticipates competing this requirement as full & open after exclusion of sources, set aside for Service Disabled Veteran Owned Small Businesses. The purpose of this SS is to conduct market research to determine an acquisition strategy for turfgrass hydroseeding. Network Contracting Office (NCO) 10 is conducting market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Business (SDVOSB) performing the requirements to warrant a solicitation set-aside. The proposed solicitation is for turfgrass hydroseeding. Contractor shall provide all materials, labor, and equipment necessary to complete all work specified. Prepare site for Hydroseed application. To include tilling, grading, and fertilizing. Apply hydroseeding to restore grass to barren areas, approximately 72,000 sq. ft. (1.65 acre). Utilize equipment specifically designed for hydroseed application. Hydroseed mixture to include specified seed, fertilizer, fiber mulch in water, and manufacture s recommended tackifier. Seed Species: Not less than 95 percent germination, not less than 85 percent pure seed, and not more than 0.5 percent weed seed.
