Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The equipment is compatible in all aspects with the existing RTLS systems presently installed and performing and interfaces with the mandatory GIP inventory management system. The functionality of this system allows for both low and high dollar value items and connects to the existing system VA owns the current main system hardware which was procured in 2012. The main system stated is manufactured by WaveMark Inc. The addition of this module must come from WaveMark to communicate with the main system. The new procurement is a logical follow-on to an original order that was not previously issued under sole source procedures. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: WaveMark was contacted and they confirmed that they are the only source to procure these items through. An intent to sole source was posted to FBO with no responses. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The cost is anticipated to be fair and reasonable in comparison to the catalog pricing provided. The VA was given significant discounts on the first eight line items for a total cost savings of $101,400.00. All other items were provided to the VA at published catalog pricing. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research determined that no other vendor is a proprietor of this unique add on software to the Wavemark RTLS system. Wavemark was contacted and they confirmed that they are the only source to procure these items through. An intent to sole source was posted to FBO with no responses.
