The VA will establish Open Market Blanket Purchase Agreements under FAR Part 12 for medical/surgical supplies through its Medical/Surgical Prime Vendor Program, supporting VHA facilities across the U.S. and U.S. Territories. The RFQ is expected on or about October 30, 2026, and uses tiered evaluations prioritizing SDVOSB, then VOSB, then small businesses with HUBZone/8(a) priority, then large businesses. Quotations will be evaluated on technical criteria and price, with VHA clinicians participating and awards made by comparative analysis. Awarded authorized distributors/suppliers must establish a Commercial Agreement with the Prime Vendor within 60 days of award. Offerors must use the specified quote sheet and quote only OEM-listed items—no like or substitute items, with direct replacements for discontinued items only—and must include an OEM Authorized Distributor Letter signed and dated within 90 days of receipt and expressly covering the MSPV BPA Program.
