TASKS: a. Contractor shall provide coaching sessions via the internet using Zoom, Teams, or similar technology. i. Provide one-on-one professional work coaching session for five personnel per month, 60 minutes in length. For each POP (12 months), this will consist of one-on-one training for 5 different individuals. ii. Provide one group session of up to 20 people once per month, 90 minutes in length. iii. Provide one full-day leadership session, quarterly, 8 hours in length. b. Contractor shall not have access to VA network (outside of normal Zoom/Teams/similar connections). c. Contractor shall not request or have access VA sensitive information and will inform participants if it appears they are trying to share such information. 2. Correction to Statement of Need, Item 8 Place of Performance. Item 8 shall now read: Contractor shall provide coaching sessions to VA Salt Lake City Research service personnel via the internet using Zoom, Teams, or similar technology. For clarification, proposal should only contain pricing for on-line coaching sessions. Questions and Answers 1. Is there an incumbent or one that has provided services previously? There is not an incumbent for this solicitation. Services used with Streamlined Coaching were not contracted. 2. Has a budget been set for this RFQ? This requirement is estimated for approximately $150,000.00 for 5 years. 3. Is there a Leadership Coaching certification required that the contractor's personnel must hold to perform this work? Certification is not required; however, experience with proven efficacy (i. e.: history of performance with results of proven methodologies) must be demonstrated within submission. 4. Included in the response, are you looking for a training model and/or proposed curriculum? Yes, although one hasn t been specified for the solicitation, a proposed curriculum and training model would be preferred. We would like to review what you offer. 5. Regarding Factor 2 - Past Performance: If a contractor does not have a CPARS report, will they be found non-responsive to this evaluation factor and be disqualified from consideration? Lack of CPARS history will be noted as Neutral and is not means for disqualification. 6. In Evaluation Factors the Government states that Past Performance will be evaluated on the most current CPARs. Please confirm: the CPARs to be evaluated will be mapped to relevant contracts in terms of scope/NAICS. how past performance will be evaluated if there are not active CPARs for relevant contracts that if no relevant past performance exists, that a neutral rating will be applied. CPARS will be mapped for relevant NAICS Referencing FAR 13.106-2, evaluation of other factors, such as past performance, if CPARS history is not available may be based on one or more of the following: The contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Any other reasonable basis. Confirming that a neutral rating will be applied if no relevant past performance exists. 7. As this is a best value acquisition strategy, can the Government please provide insights as to whether technical (non-price) is significantly more important, more important, or equal to price? Technical will be equal to price in terms of evaluation. 8. In reference to Paragraph (a) under Requirements , can the Government confirm reference to company past performance requirements for corporate experience? Yes, please respond with relevant past performance for corporate experience. 9. Do reps and certs at FAR 52.212-3 need to be included with proposal or is it sufficient that they are complete in SAM? Yes, please include reps and certs with proposal. 10. Is there a minimum number of CPARS Reports to submit? What is the recency period for past performance? Please limit to 6 relevant reports within past 5 years. 11. In addition to providing CPARS Report(s), may we include a description of services provided for each reference in our proposal? This solicitation is for Best Value with Trade Offs. You are invited to include descriptions of services provided. 12. Can the Contractor include CPARS in the quote, or does the Government want the contractor to provide the information for the contracts and the Government will pull the CPARS? If the CPARS are to be included can the Government exclude those from the page count? Please include CPARS with the proposal. CPARS will not count toward page count. 13. Does the Government have a preferred response format, i.e., number of volumes, page limitations? Narrative summary is fine. Please keep to 20 pages or fewer, not to include CPARS. 14. Is DEIB training still part of this requirement? It is not listed within this solicitation. 15. Please confirm if the Government requires the proposal submission to be in two independent files, one for non-price (technical) and one for price. Please submit one proposal to include technical with price quote. 16. Will you be adjusting the response date on the addendum from 22 FEB, 2023 to a different date or will the response date remain the same? Our pricing model provides for unlimited coaching sessions for members on our platform, but we have a 20-member minimum to enable anonymous reporting of aggregate coaching data. The group session and quarterly leadership session for those members would be included in the per-seat price. Are you open to that pricing model?
