The Department of Veterans Affairs, Salt Lake City Veterans Affairs, intends to negotiate on a sole source basis, pursuant to FAR 13.106-1, with Computer Sports Medicine, Inc. for HUMAC NORM Extremity System. HUMAC NORM is one combined system, offering four resistance modes and attachments to perform 22 isolated-joint patterns covering the shoulder, elbow, wrist, hip, knee, ankle, and back. It s a tool to evaluate muscle strength and activation of the upper and lower limb musculature. It is used by clinicians and researchers to evaluate how muscle strength and activation influence movement quality and functional recovery in veteran populations. This system is a gold-standard for muscle evaluation in this capacity and will greatly assist and guide the improvement of care of this targeted veteran populations. This notice of intent is not a request for competitive proposals; however, any responsible source who believes they are capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office to the contracting office no later than Friday, October 28, 2022, 4:00pm PM, EST. However, those statements shall describe in detail how the vendor can meet or exceed the Veterans Affairs requirements. Interested/capability statements shall be sent to Rachael.Talbott@va.gov with the subject titled: 3C24E23Q0015. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
