The Department of Veterans Affairs, John Cochran VA Research/Washington University, Saint Louis, MO intends to negotiate on a sole source basis, pursuant to FAR 13.106-1, with NCI, Inc. for one Leica M220 F-12 Model surgical microscope. The goal of this project is to define mechanisms that trigger inflammation after heart transplantation by examining how a specific population of bone marrow derived cells that resides in donor hearts promotes inflammation after heart transplantation and examine how a molecule that is expressed in cell populations in donor hearts promotes inflammation after heart transplantation. Â This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office to the contracting office no later than Friday, June 10, 2022, 12:00P.M. EST. However, those statements shall describe in detail how the vendor can meet or exceed the Veterans Affairs requirements.
