The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Hanger, Inc. The requirement is for the procurement of a service agreement for the performance of prosthetist/orthotist services to patients participating in the Cooperative Studies Program grant entitled, CSP2017 A Prospective, Pivotal Study to Characterize the Efficacy and Safety of a Percutaneous Osseointegrated Prosthesis . This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that Hanger, Inc. is the only contractor that can provide the required specialized services without compromising the results of the study or decreasing patient health care quality. In order to accomplish the work needed in the CSP2017 study, a specialized and study-specific implant has been designed by Hanger, Inc. and the study research team. This equipment has never been used and will be tested for the first time during the study. Due to lack of familiarity with the specially designed and study-specific equipment, a change in contractor would result in decreased patient care quality and jeopardize the results of the entire study. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contract Specialist no later than Friday, March 11th, 2022, (2:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
