The Puget Sound VA Medical Center intends to negotiate on a sole source basis with Tasso Inc for Tasso SST whole liquid blood self-collection kits (manufacture part number: K1007-01). These kits will used by several sites for study CSP #2028, Epidemiology, Immunology and Clinical Characteristics of COVID-19 (EPIC3) within the Veterans Health Administration . It is required that kits must be approved by the VA CIRB to collect whole blood through home-based self-collection for the purposes of detecting evidence of recent and past SARS-CoV-2 infection and meet the other study requirements: being able to be mailed back to the study as non-infectious materials (i.e., Class B exempt under UN3373) and collecting sufficient specimen volume to permit the planned laboratory assays. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office to the contracting office no later than Monday, December 28, 2020 11:00 AM EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
