The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a self-certified small, disadvantaged business, Medical Graphics Corporation (MGC), headquarters out of Saint Paul, Minnesota. The contract is expected to be awarded under the authority of FAR 8.405-6(b) Items peculiar to one manufacturer. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 07-30-2025.The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. This solution is the additional brand name Platinum Elite Dx Body plethysmograph chamber is for expansion to the Clarksville clinic. The plethysmograph will assist in decompressing the Nashville clinic and provide more timely studies for the high acuity and perioperative patients in Nashville. The Platinum Elite Dx Body plethysmograph chamber is currently in use at TVHS and is compatible with the VA computer systems where other whole-body plethysmograph chambers may not be compatible with VA systems. Parts are interchangeable if needed for repair which can provide a timely repair without the lab being shut down and patients and sent to community care. Additionally, the new system must be compatible with VISTA\CPRS which requires HL7 interface. Compatibility with both Vista\CPRS and Cerner would be optimal, but VISTA\CPRS compatibility is required. Market research was able to identify domestic commercial products that can meet this requirement. Research shows that items can be procured on 36F79719D0257 (exp. 08-07-2025) with Medical Graphics Corporation (MGC). The Platinum Elite Series body plethysmographs offers a compact design, ease of use, and comprehensive diagnostic capabilities with unlimited weight capacity. Software allows physicians to access data and interpret patient results from any computer that has permission to access the facility network (VPN). HL7 interface software allows any number of networked systems to exchange data with the electronic medical records. The flow sensor saves time between patients and provides maximum infection control compared to other pneumotach devices. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
