THIS IS A PRESOLICTATION NOTICE The Tennessee Valley Healthcare System (VHS) Veterans Affairs (VA) Medical Center (VAMC) has a requirement for a contractor to provide Lab Courier Services. The Vendor shall provide courier services to transport laboratory specimens to and from the Veteran Administration (VA) Community Based Outpatient Clinics (CBOCs) listed below to the designated services at the VA Tennessee Valley Healthcare System (TVHS) Alvin C. York Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129 and TVHS Nashville Medical Center, 1310 24th Avenue South, Nashville, TN 37212 main campuses. The Courier Service process must be in accordance with ANSI/AAMI Standard 79, appropriate Department of Transportation (DOT) regulations, Veteran Health Administration (VHA) Directive 1106, and TVHS Standard Operating Procedure (SOP). The Vendor shall provide all necessary management, labor, equipment, vehicles, transportation, information security (HIPAA), and insurance to provide courier services. NAICS Code 492210 is applicable to this requirement. The Small Business size standard is $34M. This requirement will be procured by way of FAR Part 13, Simplified Procedures for Certain Commercial Products and Commercial Services . The evaluation factors under consideration for this requirement will be available upon the solicitation release, which is anticipated to be on or around May 7, 2025. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). To be considered for award, Contractors must be registered, and CVE verified in SBA VetCert at https://veterans.certify.sba.gov. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. The Solicitation Number and TVHS Lab Courier Services must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released, on or around May 7, 2025.
