NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 8.405-6(a)(1)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, on October 1, 2024 to LRP Publications, Inc. The period of performance will be for one calendar year after contract award. The contract is expected to be awarded in accordance with FAR 8.4 Federal Supply Schedules. Interested parties must demonstrate their capabilities to satisfy the requirement to Jonathan Headrick, Contract Specialist, by email at jonathan.headrick@va.gov NO LATER THAN 9:00AM Eastern on 8/27/2024. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. NCO 9 intends to non-competitively award this requirement to LRP Publications, Inc. The North American Industry Classification System (NAICS) code for this requirement is 519290 with the size standard of 1,000 employees. All responses must be submitted to the Government point of contact at jonathan.headrick@va.gov. A Justification for Other Than Full and Open Competition has been approved. This requirement includes the purchase of Cyberfeds web subscription renewal for Veterans Integrated Service Network (VISN) 9 Human Resources (HR) managers and staff. LRP Publications Inc. is a leading publisher of legal and regulatory information for federal employment law and HR professionals. In addition to case law, regulations, forms, manuals, and handbooks, LRP's attorneys, former federal employment law experts, editors, and journalists provide guidance, interpretive analysis, and training not available from other sources. This is a sole source requirement because it is an exclusive web source for an instant searchable federal civil service law database. Since this is a sole source requirement, it is more advantageous to the Government to create a new contract to extend the Cyberfeds web subscription as all HR managers and staff throughout the VISN are familiar with and use this service routinely. The contractor will be responsible for providing access to the web subscription to VISN 9 in a timely manner. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
