This Notice is posted in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.204 Presolicitation Notices.  The primary purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. The Department of Veterans Affairs (VA), Network Contracting Officer (NCO) 9 intends to issue a solicitation for a firm-fixed price construction task/delivery order contract under Memphis VAMC s Multiple-Award Task Order Contract contractors for: Proposed Work: Provide all labor, materials, equipment, and expert supervision needed to Renovate VA Police Operations IAW the project specifications, drawings, and statement of work. Magnitude of construction is between $500,000.00 and $1,000,000.00 Location: Lt. Col. Luke Weathers, Jr., VA Medical Center (VAMC), 1030 Jefferson Avenue, Building 1, Ground Floor, Memphis, TN 38104 Tentative dates for issuing solicitation, awarding, and completing contract performance: The solicitation is estimated to be posted on 4/21/2023, with an estimated award on 6/2/2023, and tentative contract completion date a minimum of 180 calendar days from issuance of a Notice to Proceed (NTP). Considering work will be during the holiday season, and time considered for organizing post-award conferences to issuance of the NTP, the Government is looking at a tentative construction completion date of 3/01/2024. Any plans for inspection will be available from the engineering office at the affected site without charge. All requests for an interest in this project should be submitted no later than 14:00 hrs (2:00pm) (Eastern Time), 4/14/2023. This requirement is anticipated to be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). However, if other small businesses are interested, please respond with a brief capability statement. No charge is expected for any solicitation documents. Additional Information: Only those SDVOSB s listed and viewable in the Small Business Administration s Veterans Small Business database located at https://veterans.certify.sba.gov/ will be considered in the solicitation. All offerors must be actively listed in the System for Award Management (SAM) database- sam.gov. Although, this solicitation is anticipated to be set aside for SDVOSBs under an already established MATOC, this Presolicitation Notice is open to responses from other businesses (small or large) interested in this project in the event the Government does not receive sufficient SDVOSB response, or the offers proposed from the MATOC SDVOSBs are found to be unreasonably priced.
