INTRODUCTION TO DESCRIPTION On behalf of the Tennessee Valley Healthcare System, Network Contracting Office (NCO) 9 is issuing this Sources Sought Notice/Request for Information (RFI) notification as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed price contract for services for certified interpreters. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541930. This RFI is issued solely for informational and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Department of Veteran Affairs to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. All interested parties should submit a capabilities statement via email to angela.freel@va.gov. Phone calls in reference to this Sources Sought Notice/RFI will not be accepted. INTERPRETER STATEMENT OF WORK Sign Language Interpreting and Language Interpreter Services The Contractor shall provide certified Interpreters for our deaf employees, patients, and family members. These services shall be available 365 days a year, 24 hours per day, 7 days per week at the Lt. Col. Luke Weathers, Jr. VA Medical Center in Memphis, TN and Community-Based Outpatient Clinics (CBOCs) in surrounding areas. 1 to 3 interpreters may be required on any request. Interpreters will be expected to arrive onsite fifteen minutes prior to the scheduled appointment. The service shall provide the ability for the Equal Employment Opportunity (EEO) Manager or Medical Center Point of Contact (POCs) to contact the vendor to arrange for an Interpreter via phone or e-mail in providing interpretation for our deaf employees for monthly staff meetings, training sessions, counseling sessions, or other type of meetings they are required to attend. The EEO Manager or Medical Center POCs may also be able to contact the vendor to coordinate services for patients who are deaf and their family members. Interpreters must be fluent in various languages to fulfill the assignments and if there is a need to cancel, please notify the facility at least two hours in advance of the cancellation. Contractor will insure all Interpreters are certified and must hold at least one or more of the certifications issued by the National Registry of Interpreters for the Deaf (RID) and the National Association of the Deaf (NAD). All Interpreters must adhere to the standard codes of ethics as set forth by RID and NAD. The Contractor will select the appropriate qualified Interpreter for the services requested. Within three (3) business days of receiving a request by phone or e-mail from the EEO Manager or Medical Center POC, the Contractor will coordinate, assign, and provide a certified Interpreter to travel to the Medical Center and CBOCs for the requested interpretation service(s). In addition, within two (2) hours of receiving a request by phone or e-mail from the EEO Manager or Medical Center POC for an immediate request (emergent meetings or walk-ins) for interpretation service, the Contractor will coordinate, assign, and provide a certified Interpreter to travel to the Medical Center for the requested interpretation service(s). During functions or events where an interpreter is required for more than two (2) hours, a second interpreter may be provided.
