Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to sole-source award to Emerson at 8000 West Florissant Avenue, PO Box 4100, St. Louis, MO 63136, firm-fixed-price contract, for a 5-year period. The contract is expected to be awarded under FAR 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition will be prepared. The period of performance shall be 1/01/2023 12/31/2027. The contract will provide services Emerson s equipment TempTrak Support Service at the James H. Quillen VA Medical Center located at the Corner of Lamont and Veterans Way Dogwood Avenue Mountain Home, TN 37684. NAICS code: 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. (SBA Size Standard 750 Employees). Emerson has proprietary authorization to perform maintenance on TempTrak Support Service. As a result, any contractor other than Emerson that would be allowed to work on, maintain, and/or tamper with the current system in any capacity would void the warranty of the TempTrak Support Service. Voidability of said warranty cannot be permitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability that provides clear and convincing evidence that the current warranty provided by Emerson, for TempTrak Support Service, will not be voided by having a contractor other than Emerson conduct the above-referenced maintenance to respond to this requirement no later than December 24th, 2022, at 8:00AM, Central Time (CT). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO TempTrack Support Service in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Ayslin Kennett by email at Ayslin.kennett@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
