Presolicitation Notice Presolicitation Notice PRODUCT/SERVICE CODE: Z2LB Repair or Alteration of Highways, Roads, Streets, Bridges, and Railways This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C section 8127 (d). NAICS code 237310 Highway, Street and Bridge Construction, applies to this requirement. The small business size standard is $45M. The estimated range of construction is Between $500,000 and $1,000,000. This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding. The solicitation is expected to be posted on or around February 6, 2023. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB s listed and viewable in the Small Business Administration (SBA) certification to verify SDVOSBs/VOSBs as eligible to participate pursuant to 38 U.S.C. 8127 and VAAR subpart 819.70. The SBA database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. The Project number, Project Name and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released. STATEMENT OF WORK GENERAL INFORMATION Title of Project: Project# 626A4-21-501 Sitework and Accessibility Scope of Work: The contractor shall furnish all labor, material, equipment and supervision necessary to completely prepare site for building operations as required per drawings and specifications at the Tennessee Valley Healthcare System, VA Medical Center, 3400 Lebanon Road, Murfreesboro, TN 37129. 3. Statement of bid item(s) BID ITEM 1: Includes all work per drawings and specifications. BID ITEM 2: Same as BID ITEM 1, except remove all work related to Location 2 North. BID ITEM 3: Same as BID ITEM 2, except remove all work related to location 2 south. BID ITEM 4: Same as BID ITEM 2, except remove all work related to location 1. Period of Performance: 180 calendar days from the issuance of the Notice to Proceed. GENERAL REQUIREMENTS All work including materials will be warranted for a period of one year unless otherwise indicate in specifications. Normal working hours are Monday thru Friday from 7 a.m. to 4:30 p.m. Contractor will be required to work some nights and or weekends to perform this work and maintain functionality of affected areas, and to minimize disruptions to the Medical Centers operations. Weekend and evening work shall be identified on the project schedule submitted by the contractor and approved by the VA before work begins. See specifications for additional requirements.
